Job Description:

Position Overview:

Parsons is seeking a Cost Management Lead to join our EP&S Project Management team, supporting projects in Northern California, including work with Pacific Gas and Electric (PG&E). This role is critical in ensuring financial excellence and accountability across all phases of the project lifecycle. The successful candidate will oversee cost planning, management, and control, enabling informed decision-making and alignment with organizational objectives. As part of this role, you will collaborate closely with PG&E and other stakeholders to ensure projects are delivered on time, within budget, and to the highest standards of quality.

Key Responsibilities:

  • Cost Database Development: Collect and analyze cost proposals from vendors, contractors, and suppliers to establish and maintain a reliable cost database for various project estimates.
  • Estimating and Financial Analysis: Prepare multiple classes of cost estimates to support business cases, financial investment decisions, change order evaluations, scenario analyses, and project planning activities.
  • Collaboration and Transparency: Work closely with project managers, engineers, and stakeholders to ensure cost accuracy and transparency throughout all phases of construction projects.
  • Budget Monitoring: Track actual project costs against budgets, identify variances, and recommend corrective actions as needed.
  • Change Order Validation: Review and validate change orders, providing independent cost assessments and justifications.
  • Reporting and Insights: Generate periodic cost reports and present financial insights to leadership and project teams.
  • Value Engineering: Lead and participate in value engineering exercises to ensure project scope and solutions align with budget targets, promoting cost-effective alternatives and maximizing value for stakeholders.
  • Process Improvement: Continuously enhance estimating tools, methods, and processes to drive efficiency and accuracy in cost management practices.

Qualifications:

  • Education: Bachelor’s degree in Construction Management, Engineering, Finance, Quantity Surveying, or a related field. An advanced degree is a plus.
  • Experience: Minimum of 5 years of experience in construction cost management, estimating, or project controls within the engineering or construction industry.
  • Skills:
    • Strong analytical and quantitative skills, with the ability to interpret complex data and develop actionable insights.
    • Excellent communication and interpersonal skills, with a proven ability to collaborate with cross-functional teams.
    • Proficiency in industry-standard estimating and cost management software.
    • Demonstrated ability to manage multiple priorities in a fast-paced environment.

Preferred Certifications:

  • Certified Cost Professional (CCP) – AACE International
  • Chartered Quantity Surveyor (MRICS or FRICS) – Royal Institution of Chartered Surveyors
  • Project Management Professional (PMP) – PMI
  • Other relevant certifications in project controls or cost engineering

Salary Range: $108,700.00 - $190,200.00
