Job Description:

Parsons is seeking a highly skilled Cost Estimation Specialist to join our team for a major aviation program in the European Union (EU). In this role you will be responsible for preparing, reviewing, and validating cost estimates and budgets for large, complex construction and infrastructure projects within a major aviation program. The Cost Estimation Specialist will support decision-making by providing accurate cost assessments, value engineering input, and lifecycle cost analyses during design, procurement, and construction stages.

What You'll Be Doing:

• Develop and review detailed cost estimates for design, procurement, construction, and commissioning phases.

• Prepare cost breakdown structures, quantities, unit rates, and escalation calculations.

• Analyze drawings, specifications, and scope documents to develop cost data.

• Support value engineering and cost optimization studies.

• Provide cost input during project planning, budgeting, and scheduling.

• Collaborate with design, procurement, and construction teams to validate estimate assumptions.

• Maintain cost databases and benchmark data for airport infrastructure and major civil works.

• Prepare cost risk analyses, cash flow forecasts, and cost reports for management.

• Evaluate contractor and supplier proposals, ensuring alignment with cost benchmarks.

• Support change management by assessing cost impacts of design or scope modifications.

• Ensure compliance with EU regulations, client standards, and best industry practices.

What Required Skills You'll Bring:

• University degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.

• At least 10 years of professional experience performing cost estimation or similar duties in the implementation of large, complex construction projects or the operation of infrastructure or industrial facilities.

• Has held the same or a similar position for at least one project with a value of at least EUR 46,000,000, for a total period of not less than 2 years within the last 5 years.

• Must have at least 1 year of experience in Poland as a member of a construction supervision team for a new airport, industrial facility, or transport infrastructure project with a minimum value of EUR 175,000,000.

• Have an experience with Polish Public Procurement Law (PPL)

• Familiarity with cost estimation standards, methods, and tools for large infrastructure or aviation projects.

• Strong knowledge of EU construction cost norms and market rates.

• Strong command of English for cost documentation, reporting, and coordination (Polish language preferred if required by client).

What Desired Skills You'll Bring:

• Expertise in preparing detailed cost estimates and budget plans for large-scale projects.

• Strong analytical, numerical, and problem-solving skills.

• Proficiency in cost estimation software (e.g. Candy, CostX, Excel, CCS, or equivalent).

• Strong collaboration and communication skills with multidisciplinary teams.

• Ability to work with high accuracy under tight deadlines.

• Knowledge of EU procurement and contract frameworks is an advantage.
