JOB DESCRIPTION

Parsons is seeking a highly motivated, detail-oriented, and experienced Strategic Pursuits & Project Delivery Leader to join our Western Canada Operations Team. This role combines project management expertise with strategic business development leadership, focusing on driving growth and delivering exceptional project outcomes for critical infrastructure markets, including  highways, bridges, railways, transit systems, environmental, water, etc., that benefit communities across Western Canada, including British Columbia, Alberta, Saskatchewan, and Manitoba.

As we continue to grow our presence in Western Canada, we are committed to providing innovative solutions and services to our clients. You will play a pivotal role in identifying new business opportunities, developing tactical capture strategies, overseeing project delivery to ensure quality and efficiency, and fostering trusted relationships with clients to expand Parsons’ presence in the region. This position offers the opportunity to shape the future of Parsons by combining project delivery excellence with strategic leadership, ensuring successful execution of complex infrastructure projects while advancing strategic initiatives that align with Parsons’ vision and goals. This role requires a dynamic, self-motivated professional with exceptional organizational, communication, and leadership skills, with the ability to manage multiple initiatives that contribute to both project success and business growth.

The role will be based out of one of our Canada West offices – Burnaby, Victoria, Kamloops, Calgary or Edmonton – and offers a flexible hybrid work environment, allowing you to work both remotely and from the office as needed. What You’ll Be Doing

As a Strategic Pursuits & Delivery Project Leader, you will drive both project delivery excellence and strategic business development initiatives across Western Canada, leading efforts to deliver high-quality infrastructure projects while developing and executing winning strategies for major pursuits. By leveraging your expertise in project management and capture management, you will ensure the seamless execution of projects and the development of innovative solutions that meet client needs and align with Parsons’ business objectives. Your ability to navigate aspects of business development—from pre-positioning and proposal development to client negotiations—combined with your project management skills, will enable you to deliver impactful results for both Parsons and the communities we serve.

This role offers a unique opportunity to combine technical project delivery expertise with strategic business development responsibilities, allowing you to make a meaningful impact on Parsons’ growth and success in Western Canada.

Key Responsibilities

  • Project Management:
    • Lead the delivery of complex infrastructure projects, ensuring they are completed on time, within budget, and to the highest quality standards.
    • Oversee project planning, scheduling, budgeting, resource allocation, and risk management.
    • Provide strategic direction and leadership to project teams, fostering collaboration and high performance.
    • Monitor project performance metrics and implement corrective actions to address challenges and optimize outcomes.
    • Ensure compliance with contractual requirements and client expectations while maintaining Parsons’ reputation for excellence.
  • Capture Management:
    • Lead major pursuits, strategy development, and tactical capture plans that demonstrate Parsons’ value proposition in alignment with business strategies and regional KPIs.
    • Develop compelling proposal responses to requests for proposals (RFPs), requests for qualification (RFQs), and requests for information (RFIs).
    • Foster team collaboration and engagement with capture teams.
    • Coordinate cross-functional teams (e.g., technical, pricing, legal) to ensure compliance and high-quality proposal submissions.
    • Drive continuous improvement initiatives within Parsons’ Business Acquisition Process (BAP), optimizing workflows, tools, and methodologies to enhance efficiency and effectiveness.
    • Establish and maintain a repository of best practices and templates to support future capture efforts and enable organizational learning.
    • Share knowledge gained from pursuit activities, including market intelligence, competitive insights, and lessons learned.
  • Strategy Development & Business Growth:
    • Analyze client capital plans and infrastructure investment priorities for identifying strategic opportunities that drive new business and promote Parsons’ expertise and successful past performance.
    • Collaborate with Business Development, Operations’ Area Managers, and Proposal Operations teams Canada-wide to develop comprehensive capture plans, pursuing new business opportunities and support with building the Western Canada pipeline.
    • Master client-specific strategies and pre-positioning activities to align business goals with targeted opportunities and set KPIs, considering factors such as client requirements, competitive landscape, market trends, pricing, and risk assessment.
    • Stay abreast of industry best practices, emerging market trends, and evolving client requirements.
    • Perform intelligence gathering by building and maintaining up-to-date tools and regional databases.
    • Analyze industry trends, competitor activities, and client needs to identify gaps and growth areas.
    • Evaluate the feasibility and potential profitability of pursuing certain opportunities.
  • Client Relationship Management:
    • Establish strong client interfaces at various levels within client organizations.
    • Attend networking events to represent the company and build professional relationships.
    • Function as a relationship/account manager for select Western Canada clients, nurturing trusted relationships and ensuring client satisfaction.

What Required Skills You'll Bring

  • 7+ years of consulting engineering experience, project management, or a related field, with a proven track record of delivering complex infrastructure projects and leading strategic pursuits.
  • A bachelor’s degree in engineering, planning, or a related professional field.
  • Comprehensive knowledge of Western Canada transportation markets, and familiarity with regional municipalities and provincial ministry clients.
  • Proficiency in project planning, scheduling, budgeting, and resource allocation.
  • Strong leadership, facilitation, and communication skills to manage project teams effectively and lead capture teams through the entire pursuit lifecycle.
  • Exceptional writing and communication skills, with experience developing technical engineering narratives, winning strategies, and competitive submissions.
  • Ability to integrate technical expertise with business strategy to deliver innovative and competitive solutions.
  • Strong organizational skills and attention to detail, ensuring high-quality project deliverables and proposal submissions.
  • Demonstrated expertise in developing and executing capture strategies, pre-positioning activities, and business development initiatives.
  • Strong analytical skills to evaluate metrics, identify risks, and drive data-informed decisions
  • Ability to prioritize and manage competing demands effectively.
  • Results-driven mindset with a commitment to continuous improvement and achieving organizational goals.
  • Knowledge of contract management, including understanding terms, conditions, and compliance requirements.
  • Familiarity with Salesforce/CRM is an asset (training available for the successful candidate).

Salary Range: $113,100 - $210,200
