Job Description:
Parsons is seeking a highly seasoned Senior Project Controls Lead to join our dedicated team on the Trojena project—a centerpiece of the NEOM vision. This role is pivotal in managing the complex logistical and financial frameworks of a world-class mountain destination.
You will provide leadership and technical expertise across the full project lifecycle, with a specific focus on Wet Utilities (Water, Wastewater, Stormwater, and Desalination). You will be responsible for ensuring that all project control activities—including scheduling, cost management, and change control—are executed with precision to meet NEOM’s aggressive delivery timelines.
Core Responsibilities
Project Governance: Establish and maintain robust project control systems in alignment with Parsons’ global standards and NEOM’s specific reporting requirements.
Cost Management: Direct the preparation of budgets, cost reports, and cash flow forecasts. Oversee the Earned Value Management (EVM) system to provide accurate performance metrics.
Planning & Scheduling: Oversee the development of complex Integrated Master Schedules (IMS). Ensure critical path analysis and schedule risk assessments (QSRA) are performed regularly.
Wet Utilities Specialist Oversight: Lead the controls function for massive utility infrastructure packages, ensuring that technical milestones for pumping stations, pipelines, and treatment plants are accurately tracked.
Contract Administration: Manage the change control process, evaluating the impact of technical design changes on the project’s budget and timeline.
Reporting: Deliver executive-level dashboards and monthly progress reports to NEOM leadership, highlighting risks and proposing mitigation strategies.
Team Leadership: Mentor and manage a multi-disciplinary team of project controls engineers, ensuring high-quality output and professional development.
Required Experience & Qualifications
Industry Experience: A minimum of 15 years of progressive experience in project controls on large-scale, high-value infrastructure projects.
Sector Expertise: Deep knowledge of Wet Utilities (including large-diameter piping, reservoirs, and wastewater networks) is mandatory.
Regional Experience: Prior experience working in the Middle East, particularly on "Giga-projects" in Saudi Arabia, is highly preferred.
Software Proficiency: Expert-level command of Primavera P6, Aconex, and advanced Cost Management software (e.g., Prism, EcoSys).
Technical Skills: Mastery of Earned Value Management (EVM), Work Breakdown Structures (WBS), and Monte Carlo risk simulations.
Education: Bachelor’s degree in Engineering, Construction Management, or a related technical field. A Master’s degree or MBA is a plus.
Certifications: PMP (Project Management Professional) or CCP (Certified Cost Professional) from AACEi is preferred.
