Job Description:
Parsons is looking for a meticulous Senior Cost Engineer specializing in Wet Utilities to join the project controls team at Trojena. In this role, you will be responsible for the financial health and cost management of large-scale water infrastructure, including desalination facilities, pumping stations, and high-altitude pipeline networks.
You will play a critical role in ensuring that the ambitious engineering goals of Trojena are met within the established budget, providing accurate forecasting and rigorous change management in a fast-paced "Giga-project" environment.
Core Responsibilities
Budget Management: Establish and manage the baseline budget for wet utility work packages. Monitor actual expenditures against the budget and investigate variances.
Cost Forecasting: Develop monthly cost-to-complete and cost-at-completion forecasts, specifically accounting for the unique logistical and material costs of mountain construction.
Earned Value Management (EVM): Implement and maintain EVM systems to track project performance, calculating CPI (Cost Performance Index) and SPI (Schedule Performance Index).
Change Control: Manage the "Request for Variation" process. Evaluate the cost impact of design changes or site-specific challenges (e.g., unexpected rock excavation) on utility infrastructure.
Cash Flow Analysis: Prepare detailed cash flow projections to ensure the project meets NEOM’s financial reporting and funding requirements.
Contractor Valuations: Review and verify monthly progress payments and invoices from subcontractors, ensuring alignment with physical progress on-site.
Reporting: Create high-quality cost reports and dashboards for Parsons’ senior management and NEOM stakeholders, highlighting financial risks and mitigation plans.
Required Experience & Qualifications
Experience: Minimum of 10 years in cost engineering or project controls, with a strong emphasis on infrastructure and civil works.
Sector Expertise: Specific experience in Wet Utilities (Potable Water, Wastewater, Irrigation, and Stormwater) is essential.
Education: Bachelor’s Degree in Engineering, Construction Management, or Finance/Quantity Surveying.
Technical Skills: Expert proficiency in Primavera P6 and cost management software such as Aconex, Prism, or EcoSys. Advanced Excel skills are mandatory.
Certifications: Certified Cost Professional (CCP) or Project Management Professional (PMP) is highly desirable.
Regional Experience: Proven experience on major infrastructure projects in the Middle East; prior knowledge of Saudi Arabian market rates and NEOM protocols is a significant advantage.
Key Competencies
Analytical Precision: An ability to manage vast amounts of data and identify trends or anomalies quickly.
Commercial Acumen: A deep understanding of contract types (Lump Sum, Unit Price, etc.) and their impact on cost risk.
Resilience: Capable of working in a remote site environment and meeting tight deadlines for executive-level reporting.
