Job Description:
Parsons is looking for an amazingly talented Senior Package Manager – Enabling, Diversions & Early Works to join our team! In this role you will get to oversee and manage the early works, enabling works, and utility diversion packages for the airport development project. This role requires strong leadership, coordination between teams, and a focus on ensuring that all early-stage works are completed efficiently, on time, and in accordance with the project’s Integrated Master Schedule (IMS).
The Senior Package Manager will be responsible for managing the budget, resources, quality standards, and safety protocols, ensuring that the project progresses smoothly and on schedule.
What You'll Be Doing;
- Lead and manage all Enabling Works, Utility Diversions, and Early Works activities to ensure the site is prepared for subsequent construction phases.
- Oversee utility diversions, site access preparation, and other early works to ensure that the project is ready for construction in a timely and efficient manner.
- Ensure that all early works are executed in accordance with the Integrated Master Schedule (IMS) and meet required quality standards.
- Collaborate with the Logistics Team, Civil Works Team, MEP Team, and other project teams to ensure that enabling and diversion activities are integrated into the overall project plan.
- Ensure that resources, including labor, machinery, and materials, are allocated appropriately across all teams, avoiding conflicts and ensuring seamless coordination.
- Manage dependencies between early works and other construction packages, ensuring alignment and preventing delays.
- Identify potential risks associated with enabling, diversions, and early works, including scheduling, resource conflicts, and technical challenges.
- Develop and implement mitigation strategies to minimize the impact of risks and ensure the project stays on track.
- Resolve any issues or challenges that arise during the early works phase, providing prompt solutions to maintain project momentum.
- Oversee and manage the budget for enabling works, diversions, and early works activities, ensuring that expenditures are within the approved financial framework.
- Monitor resource allocation to ensure that all teams have the necessary tools, labor, and equipment to complete their tasks efficiently.
- Provide reports on budget performance and resource utilization, and propose corrective actions where necessary.
- Ensure that all enabling, diversion, and early works activities comply with project specifications, quality standards, and relevant regulatory requirements.
- Conduct inspections and audits to verify compliance with quality standards and implement corrective actions when required.
- Maintain detailed records of all enabling works, diversions, and early works activities for reporting and auditing purposes.
- Enforce strict adherence to health, safety, and environmental regulations during all enabling, diversion, and early works activities.
- Ensure that all work is conducted safely and that environmental impacts are minimized throughout the enabling works process.
- Monitor safety performance on-site, conducting regular safety audits, and ensuring compliance with both internal and external safety standards.
- Prepare and present progress reports to senior management, highlighting key milestones, achievements, risks, and issues related to enabling, diversions, and early works.
- Keep all stakeholders informed of progress and any challenges that may impact the schedule, budget, or quality of the project.
- Provide regular updates on progress to the project team, ensuring alignment and transparency across all phases of the work.
What Required Skills You'll Bring;
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
- Minimum of 12 years of experience in managing large-scale construction projects, with significant experience in Enabling Works, Utility Diversions, and Early Works.
- Proven experience in coordinating complex early-stage works, including site preparation, utility diversions, and related activities.
- Strong background in managing multi-disciplinary teams and working closely with other project teams to ensure seamless integration.
- Strong leadership skills with the ability to manage and motivate a diverse team.
- Excellent project management skills with a focus on planning, resource management, and risk mitigation.
- Ability to manage project budgets and schedules effectively, with a keen eye for cost optimization and resource allocation.
- Excellent communication and stakeholder management skills, with the ability to keep all parties informed and aligned.
- In-depth understanding of enabling works, utility diversions, and early-stage construction processes.
- Familiarity with complex logistics, utility coordination, and site preparation activities.
- Proven ability to identify and mitigate risks in early works and enabling phases of large construction projects.
- Strong experience in enforcing safety and environmental regulations during early works and site preparation activities.
