Job Description:
Parsons is looking for an amazingly talented Project Quality Specialist (CSA) to join our team!
Key Responsibilities
- Provide specialist quality support for all CSA-related project activities.
- Implement and monitor project quality requirements for civil, structural, and architectural works.
- Review approved drawings, specifications, Method Statements, ITPs, checklists, and inspection requirements.
- Ensure CSA works are executed in accordance with approved design documents and project specifications.
- Conduct quality surveillance and inspections of critical CSA activities.
- Monitor Contractor and Subcontractor compliance with approved quality procedures.
- Review and monitor Inspection and Test Plans (ITPs) for CSA works.
- Review Material Inspection Requests (MIRs), Work Inspection Requests (WIRs), test reports, certificates, and quality records.
- Verify that approved materials are used and properly stored, handled, and installed.
- Monitor quality performance and identify potential defects and non-conformances at an early stage.
- Review and monitor Non-Conformance Reports (NCRs), observations, and corrective actions.
- Support root cause analysis for major and recurring quality issues.
- Verify corrective and preventive actions prior to closure.
- Participate in quality audits, inspections, surveillance activities, and technical reviews.
- Support Client / Consultant inspections and quality audits.
- Monitor closure of quality observations, punch-list items, and outstanding defects.
- Maintain quality records and ensure proper documentation throughout project execution.
- Prepare quality reports, dashboards, and performance summaries.
- Provide technical quality advice to Construction and Engineering teams.
- Participate in quality coordination meetings and technical workshops.
- Support quality improvement initiatives and lessons-learned programs.
- Promote a proactive quality culture focused on prevention and continuous improvement.
Civil Quality Responsibilities
- Monitor quality of earthworks, grading, excavation, backfilling, and compaction activities.
- Monitor subgrade, capping, sub-base, and pavement-related works where applicable.
- Inspect concrete works, foundations, slabs, retaining structures, drainage, and underground civil works.
- Monitor waterproofing, sealants, expansion joints, and other civil protection systems.
- Review soil, aggregate, concrete, asphalt, and other material test results.
- Verify laboratory testing and field testing requirements are completed in accordance with approved procedures.
- Monitor concrete batching, placement, curing, and testing.
- Review concrete cube / cylinder test results and investigate failures.
- Monitor civil works interfaces with utilities, MEP, roads, drainage, and external works.
- Verify construction tolerances, levels, alignment, and dimensional requirements.
Structural Quality Responsibilities
- Monitor quality of structural concrete, structural steel, and associated works.
- Inspect foundations, columns, beams, slabs, walls, and other structural elements.
- Monitor reinforcement installation, fixing, cover, spacing, and anchorage.
- Verify formwork, embedded items, openings, and construction joints prior to concrete placement.
- Monitor structural steel fabrication, erection, bolting, welding, and connections.
- Review welding procedures, qualifications, inspection reports, and NDT results where applicable.
- Monitor structural steel coating, fireproofing, and corrosion protection.
- Verify structural installation against approved drawings and specifications.
- Monitor structural tolerances, alignment, levels, and dimensional compliance.
- Support resolution of structural quality issues with Engineering and Design teams.
Architectural Quality Responsibilities
- Monitor quality of architectural finishes and building envelope works.
- Inspect blockwork, drywall, plastering, screeds, flooring, ceilings, painting, and finishes.
- Monitor doors, windows, curtain walls, glazing, louvers, and architectural metalwork.
- Inspect waterproofing and sealant works.
- Monitor façade installation and associated interfaces.
- Verify architectural materials and finishes comply with approved samples and specifications.
- Monitor mock-ups, benchmark areas, samples, and approved finishes.
- Coordinate architectural quality requirements with MEP and structural interfaces.
- Monitor protection of completed finishes and prevent damage during subsequent construction activities.
Airport / Infrastructure & Airfield Responsibilities
- Provide quality oversight for CSA works associated with airport terminals, buildings, airfield facilities, roads, aprons, external areas, and infrastructure.
- Monitor quality requirements for critical airport and airfield civil infrastructure.
- Support quality management within airside and landside construction environments.
- Coordinate CSA quality requirements with complex MEP, utilities, aviation systems, and infrastructure interfaces.
- Monitor quality of works executed under phased construction and restricted airport operational conditions.
- Support quality inspections associated with airport buildings, support facilities, external works, and infrastructure.
- Ensure CSA works comply with Client, Consultant, authority, airport, and project-specific requirements.
Inspection & Testing
- Review and monitor CSA ITPs and inspection procedures.
- Coordinate inspections with Contractors, Consultants, and Client representatives.
- Ensure Hold Points and Witness Points are properly managed.
- Verify required laboratory and field tests are completed.
- Review material certificates, test reports, calibration certificates, and inspection records.
- Monitor testing frequency and acceptance criteria.
- Track failed tests and ensure appropriate corrective action is implemented.
- Ensure all inspection and testing records are properly maintained.
NCR & Corrective Action Management
- Review and technically assess CSA-related NCRs and quality observations.
- Support investigation and identification of root causes.
- Coordinate corrective action plans with Construction and Engineering teams.
- Monitor implementation and effectiveness of corrective actions.
- Verify NCR closure based on objective evidence.
- Identify recurring issues and recommend preventive measures.
- Maintain NCR and quality observation registers.
Quality Audits & Reporting
- Conduct quality audits and surveillance inspections of CSA activities.
- Review Contractor and Subcontractor Quality Management Systems.
- Monitor compliance with project quality procedures and ISO 9001 principles.
- Prepare quality inspection and audit reports.
- Develop weekly and monthly CSA quality reports.
- Monitor key quality indicators including:
- NCRs
- Quality Observations
- Inspection Pass Rate
- Test Failures
- Rework
- Material Rejections
- Audit Findings
- Corrective Action Closure
- Identify quality trends and provide recommendations to Project Quality Management.
Qualifications & Experience
- Bachelor's Degree in Civil Engineering, Structural Engineering, Architectural Engineering, Construction Engineering, or a related discipline.
- Minimum 10 years of relevant experience in CSA quality assurance / quality control on major construction projects.
- Strong experience in civil, structural, and architectural construction quality management.
- Experience on major airport, infrastructure, commercial, industrial, or large-scale building projects.
- Strong knowledge of construction materials, inspection methods, testing, and quality control procedures.
- Strong experience preparing and reviewing ITPs, Method Statements, WIRs, MIRs, NCRs, and quality documentation.
- Good knowledge of relevant international codes, standards, specifications, and construction practices.
- Strong understanding of ISO 9001 quality management principles.
- Experience working with Clients, Consultants, Contractors, and Subcontractors.
- Experience in airport / airfield construction is highly desirable.
- ISO 9001 Lead Auditor, CQI/IRCA, or equivalent quality certification is preferred.
- Professional engineering certification is an advantage.
