Job Description:

Parsons is looking for an amazingly talented Project Quality Specialist to join our team!

What You’ll Be Doing

  • Support the implementation of the Project Quality Management System and Project Quality Plan.
  • Monitor compliance with approved quality procedures, specifications, standards, and contractual requirements.
  • Conduct routine quality inspections, surveillance activities, and quality audits.
  • Review Method Statements, Inspection and Test Plans (ITPs), checklists, and quality procedures.
  • Monitor Contractor and Subcontractor compliance with approved quality requirements.
  • Review Material Inspection Requests (MIRs), Work Inspection Requests (WIRs), test reports, certificates, and quality records.
  • Verify that materials, equipment, and workmanship comply with approved requirements.
  • Monitor inspection and testing activities and ensure required Hold Points and Witness Points are properly managed.
  • Identify quality risks, defects, non-conformances, and recurring quality issues.
  • Raise, review, and monitor Non-Conformance Reports (NCRs) and quality observations.
  • Support root cause analysis and development of corrective and preventive actions.
  • Follow up on corrective actions and verify closure based on objective evidence.
  • Monitor quality performance and identify trends requiring management attention.
  • Participate in Client, Consultant, Contractor, and internal quality inspections.
  • Support internal and external quality audits.
  • Maintain quality registers, inspection records, audit reports, NCR logs, and corrective action trackers.
  • Support quality meetings, workshops, and technical coordination sessions.
  • Provide technical quality advice to Construction and Engineering teams.
  • Support investigation and resolution of construction quality issues.
  • Ensure quality records are properly maintained and traceable.
  • Support preparation of weekly and monthly quality reports.
  • Participate in lessons-learned and continuous improvement initiatives.
  • Promote a proactive quality culture across the project.

Construction Quality Responsibilities

  • Monitor quality of civil, structural, architectural, MEP, infrastructure, and specialist construction activities as applicable.
  • Conduct site inspections to verify compliance with approved drawings, specifications, and Method Statements.
  • Monitor workmanship and construction practices.
  • Verify that required inspections and tests are completed before proceeding to subsequent activities.
  • Review laboratory and field test results.
  • Monitor material delivery, inspection, storage, handling, and traceability.
  • Identify defective or non-compliant work and coordinate corrective actions.
  • Monitor rework and recurring defects and provide recommendations to prevent recurrence.
  • Support inspection and approval of completed works.
  • Monitor punch-list and snagging activities and ensure timely closure.

Engineering & Design Quality Support

  • Support quality reviews of engineering and design deliverables.
  • Verify that technical submissions comply with project quality requirements.
  • Support design audits and technical quality reviews.
  • Track design comments, observations, and corrective actions.
  • Monitor implementation of approved design changes and revisions.
  • Coordinate with Engineering and Design teams to resolve quality-related technical issues.
  • Support verification that construction activities are based on the latest approved drawings and documents.

Airport / Infrastructure & Airfield Responsibilities

  • Support quality activities across airport terminals, airfield infrastructure, runways, taxiways, aprons, roads, utilities, MEP systems, and external works.
  • Monitor quality requirements for airside and landside construction activities.
  • Support quality inspections in restricted and operational airport environments.
  • Coordinate quality requirements across multidisciplinary infrastructure interfaces.
  • Monitor quality of critical civil, infrastructure, building, and specialist airport works.
  • Support testing, commissioning, and handover quality requirements.
  • Ensure project-specific airport, Client, Consultant, authority, and technical requirements are incorporated into quality inspections.

Inspection & Testing

  • Review and monitor ITPs and inspection procedures.
  • Coordinate inspections with Contractors, Subcontractors, Consultants, and Client representatives.
  • Verify compliance with approved inspection and testing requirements.
  • Review material certificates, laboratory results, calibration certificates, and test reports.
  • Track failed inspections and tests and ensure corrective action is implemented.
  • Maintain accurate inspection and testing records.
  • Support quality verification of completed works prior to handover.

NCR & Corrective Action Management

  • Monitor NCR and quality observation registers.
  • Review NCRs and verify proposed corrective actions.
  • Support root cause analysis for significant quality issues.
  • Track corrective and preventive actions through to closure.
  • Verify closure documentation and supporting evidence.
  • Identify recurring quality issues and recommend preventive measures.
  • Support trend analysis of NCRs, defects, and inspection failures.

Quality Audits & Reporting

  • Support preparation and execution of quality audit programs.
  • Conduct process and compliance audits under the direction of the Project Quality Manager.
  • Prepare audit findings and follow up corrective actions.
  • Monitor Contractor and Subcontractor quality performance.
  • Prepare weekly and monthly quality reports.
  • Monitor key quality indicators, including:
    • NCRs
    • Quality Observations
    • Inspection Pass Rate
    • Test Failures
    • Rework
    • Material Rejections
    • Audit Findings
    • Corrective Action Closure
  • Provide early warning of significant quality risks and recurring issues.

What Required Skills You’ll Bring

  • Bachelor's Degree in Engineering, Construction Management, Quality Management, or a related discipline.
  • Minimum 5 years of relevant experience in project quality, QA/QC, quality assurance, or construction quality management.
  • Experience on major construction, infrastructure, airport, or multidisciplinary projects is preferred.
  • Good understanding of construction quality management systems and QA/QC processes.
  • Experience with ITPs, Method Statements, WIRs, MIRs, NCRs, inspections, and testing.
  • Good understanding of construction materials, workmanship, and inspection requirements.
  • Experience working with Contractors, Subcontractors, Consultants, and Client representatives.
  • Good knowledge of ISO 9001 quality management principles.
  • Experience with quality audits and corrective action management.
  • ISO 9001, CQI, or equivalent quality certification is an advantage.
  • Strong communication, reporting, analytical, and problem-solving skills.
