Job Description:

Parsons is looking for an exceptionally talented Project Director to join our dynamic team in the United Arab Emirates. In this pivotal role, working in a PMO organization you will oversee the entire lifecycle of a multi-billion-dollar high speed rail project that combines cutting-edge technology, sustainable design, and innovative engineering solutions, and ensure seamless delivery in line with all program requirements from concept design through to project closeout.

What You'll Be Doing:

  • Establish program requirements for all areas of the project and monitor and report progress to the Client.
  • Monitor all project deliverables for adherence to program requirements.
  • Oversee the establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other necessary documents.
  • Act as the Company representative with the client, designers and contractors during program execution.
  • Negotiate changes to the scope of work with the client and contractors.
  • Collaborate with Business Development to market and secure additional work with the client.
  • Follow up on instructions and commitments associated with the project.
  • Develop and distribute a project summary to all members of the project teams for reference.
  • Provide direction and management for every phase of significant projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.
  • Manage and mobilize company resources as requested by the Client to create project teams capable of completing effective, quality work.
  • Discuss qualifications required of key project positions with profit center and department managers.
  • Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for various elements of the project.
  • Devise and execute action plans to rectify potential cost overruns or delays, or accommodate significant changes to the scope of work; advise the client and company management of any such changes.
  • Maintain current and timely change orders.
  • Promote technical and commercial excellence on the project through application of Quality Assurance processes.
  • Monitor and report to management on the progress of all project activity within the program, including significant milestones and any conditions affecting project cost or schedule.
  • Establish weekly meetings to review project status and formulate action items.
  • Perform other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • University Degree in Civil Engineering or related technical/business field from an accredited institution, preferably Masters.
  • Over 20 years of progressive experience in management of design and/or construction of large-scale rail projects, preferably HSR.
  • Chartered Engineer or equivalent.
  • A proven track record of successfully delivering multi-billion-dollar rail projects, driving them from concept design through to project closeout.
  • Broad general technical and business background.
  • Previous project management experience on similar or related large-scope project types.
  • Significant project management or construction management assignments at the Project Director level.
  • Experience in design and management of civil works and stations.
  • Advanced leadership skills with the ability to perform in a management capacity.
  • Excellent written and oral communications skills.
  • Thorough knowledge of industry practices and regulations.
  • Advanced knowledge of current technology and how it can be effectively utilized on the project.
  • Must be capable of managing a project or program valued in excess of $1 billion in total installed cost.
