Job Description:

Parsons is hiring an experienced and highly skilled Lead Security Systems Engineer to oversee the design, implementation, and integration of physical and electronic security systems for a large-scale, high-profile project. This role is critical to ensuring the delivery of a fully integrated, robust, and compliant security solution driven by a formal Security Risk Management process. The Lead Security Systems Engineer will supervise the detailed design, installation, and commissioning of all security subsystems, ensuring seamless integration into the District Security Operations Center (DSOC) and the overarching Integrated Security Management Platform. The ideal candidate will play a pivotal role in delivering a risk-based and proportionate security posture for the entire district.

What You'll Be Doing:

  • Supervise the design, installation, and commissioning of all physical and electronic security systems across the project, ensuring compliance with international and local standards.

  • Oversee the implementation of security subsystems, including the Video Surveillance System (CCTV), Access Control Systems, and Hostile Vehicle Mitigation (HVM) assets.

  • Ensure seamless integration of all security systems into the District Security Operations Center (DSOC) and the overarching Integrated Security Management Platform.

  • Apply Security Risk Management frameworks to develop Operational Requirements (ORs) and ensure system designs are proportionate to identified risks.

  • Validate and supervise the installation of advanced security technologies, including large-scale CCTV networks, Video Management Systems (VMS), and AI-based video analytics.

  • Oversee the deployment and integration of Physical Security Information Management (PSIM) platforms, Access Control Systems, and Vehicle Screening Systems.

  • Utilize methodologies such as Design Basis Threats (DBT) to ensure the security systems address potential vulnerabilities effectively.

  • Ensure compliance with local security regulations and standards, particularly in Saudi Arabia or the GCC.

  • Troubleshoot complex security system integration issues from a risk-based perspective, ensuring robust performance and adherence to project requirements.

What Required Skills You'll Bring:

  • Bachelor’s degree in Electrical Engineering, Electronics Engineering, or a related field.

  • Mandatory membership with the Saudi Council of Engineers (SCE).

  • Extensive experience in the design and implementation of integrated security systems for large-scale, complex environments such as smart cities, critical infrastructure, or major public venues.

  • Proven track record of delivering major security projects in Saudi Arabia or the GCC, with a strong understanding of local security regulations and standards.

  • In-depth expertise in applying security risk management frameworks to develop Operational Requirements (ORs) and determine system designs, including hands-on application of standards such as:

    • ISO 31000

    • ASIS Risk Assessment Standard (RA.1-2015)

    • IEC 31010 risk assessment techniques

  • Strong background in supervising the installation of advanced security technologies, including:

    • Large-scale CCTV networks

    • Video Management Systems (VMS)

    • AI-based video analytics

  • Hands-on experience with:

    • Physical Security Information Management (PSIM) platforms

    • Access Control Systems

    • Vehicle Screening Systems

  • Familiarity with methodologies for determining Design Basis Threats (DBT).

    Certifications:

    • Professional certifications from ASIS, such as:

      • Physical Security Professional (PSP)

      • Certified Protection Professional (CPP)

    • Knowledge of international security guidelines for developing Operational Requirements, such as those from NPSA (UK National Protective Security Authority).

    • Familiarity with the ISO/IEC 27000 series for information security (preferred).

    What Desired Skills You'll Bring:

    • Strong analytical and problem-solving skills to troubleshoot complex security system integration issues from a risk-based perspective.

    • Ability to manage and supervise the work of systems integrators, ensuring alignment with project goals and security requirements.

    • Experience working on mega-projects or smart city initiatives in Saudi Arabia or the GCC.

    • Familiarity with cybersecurity principles related to physical security systems.
