Job Description:

Parsons is seeking an experienced Lead Joint Experimentation and Test Planner to support the planning, integration, execution, assessment, and institutionalization of operational experimentation across major military exercises, wargames, demonstrations, tests, and joint or multinational events.

In this senior role, you will serve as a principal advisor and planner to the US Pacific Command J81 for integrating experimentation, data collection, operational assessment, and analytical rigor into complex military activities. You will work with commanders, senior military and civilian leaders, operational planners, analysts, technical organizations, industry, academia, and multinational partners to turn operational challenges into actionable learning and capability improvements.

What You'll Be Doing:

• Support US Pacific Command J8 Joint Experimentation and Data Integration Operations (JEDI Ops) experimentation strategy, governance, standards, multi-year planning, and organizational priorities.

• Serve as a senior planner and advisor for integrating experimentation, testing, operational assessment, and data collection into major joint, combined, interagency, and multinational exercises, wargames, demonstrations, and field events.

• Advise senior military and civilian leaders, commanders, and flag/general officers on experimentation priorities, operational objectives, capability risks, findings, and recommended actions.

• Translate operational challenges into experiment designs with clear hypotheses, measures, data requirements, decision points, and follow-on activities.

• Coordinate with exercise leadership, operational commands, technical organizations, analysts, scenario developers, control groups, participating units, industry, academia, and multinational partners.

• Develop and review experiment architectures, test plans, data-collection requirements, observer/controller structures, technical demonstrations, and assessment schedules.

• Integrate experimentation throughout the event lifecycle—from concept development and planning conferences through execution, post-event analysis, and senior-leader decision briefings—while protecting training, readiness, certification, and operational objectives.

• Lead multidisciplinary teams in collecting, analyzing, and assessing operational, technical, and performance data using appropriate qualitative and quantitative methods.

• Ensure findings and recommendations are evidence-based, traceable, and clearly communicate observations, assumptions, uncertainty, limitations, operational implications, risks, tradeoffs, and required actions.

• Identify data gaps, analytical limitations, conflicting priorities, resource constraints, and other risks to experiment credibility; recommend mitigation, additional data collection, revised analysis, or follow-on experimentation.

• Track findings and recommendations through capability development, doctrine and training updates, future test events, and other institutionalization activities.

• Lead, mentor, and coordinate military, government, contractor, technical, analytical, and multinational personnel; assign work, monitor performance, and address staffing or capability gaps.

• Support budgets, contracts, staffing, travel, equipment, software, data, security, records management, intellectual property, and other resources required to execute the experimentation portfolio.

• Coordinate schedules, milestones, dependencies, deliverables, and reporting requirements across multiple exercises and stakeholder organizations.

• Provide continuity and assume designated leadership responsibilities in the absence of, or as directed by, senior JEDI Ops leadership.

Required Clearance:

• Must be a U.S. citizen.

• Must possess an active Top Secret/Sensitive Compartmented Information TS/SCI clearance.

What Required Skills You'll Bring:

• Bachelor’s degree in operations research, systems engineering, military studies, national security affairs, data analytics, management, or a related discipline. Equivalent combinations of advanced military experience, technical expertise, education, and demonstrated leadership may be considered.

• At least 12+ years of experience in one or more of the following:

  • Military operations

  • Joint or Service exercises

  • Experimentation or operational assessment

  • Test and evaluation

  • Capability development or force design

  • Systems integration

  • Operational analysis

• At least 5+ years of experience leading or coordinating teams, programs, or major cross-functional initiatives involving military personnel, government civilians, contractors, multinational partners, or other external stakeholders.

• Demonstrated experience integrating experimentation, testing, or assessment objectives into complex exercises, wargames, demonstrations, operational tests, or field events.

• Demonstrated ability to brief senior military and civilian leaders and translate technical or analytical findings into operational, programmatic, and resource decisions.

• Experience coordinating across operational, technical, analytical, acquisition, and external stakeholder organizations.

• Strong written, verbal, organizational, and interpersonal communication skills.

What Desired Skills You'll Bring:

• Master’s degree or higher in operations research, systems engineering, national security studies, data science, analytics, business administration, or a related discipline.

• At least 15+ years of relevant experience, including senior-level support to a joint headquarters, combatant command, Service headquarters, defense agency, acquisition organization, or multinational activity.

• Experience with formal experimentation methodologies, campaigns of learning, operational research, modeling and simulation, data engineering, statistics, or test-and-evaluation frameworks.

• Experience supporting complex budgets, high-value contracts, classified programs, or geographically distributed teams.

• Experience supporting flag/general-officer decision forums, joint or Service-level boards, major acquisition decisions, or capability portfolio reviews.

• Knowledge of joint planning processes, major exercise planning cycles, operational assessment, and military decision-support requirements.

• Experience applying Department of Defense mission engineering, architecture, data governance, or operational assessment standards.

Security Clearance Requirement:

An active Top Secret SCI security clearance is required for this position.​

Salary Range: $148,300.00 - $266,900.00
