POSITION OVERVIEW
Parsons is looking for a major projects Program Director to complete the Preliminary Engineering and Environmental phase of a major project in the New York Metropolitan area, and to develop final design documents, or alternatively, design-build bridging documents. The successful candidate will work externally directly with the upper levels of NYCDOT and other Agencies as well as City and State government. Internally, the successful candidate will provide direction and management to a large team of Parsons and Parsons’ partner firms and subconsultants to ensure on-schedule completion within or below budget in accordance with contractual obligations. Provides direction and management for large-sized and mega-projects and ensures on-schedule completion within or below budget in accordance with contractual obligations. The Program Director is responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. The successful candidate should have experience in delivering complex rehabilitation or reconstruction projects through the preliminary design and environmental phase and have overseen the preparation of bid documents (design-build or design-bid-build) for projects >$500M.Typical projects range up to $4 billion in total installed cost. Demonstrated experience developing and managing complex construction staging strategies for transportation facilities that must remain operational during construction is a plus.
What You'll Be Doing:
The Program Director defines, together with the Client, the project vision, goals and objectives, manages project risk, has general oversight of design and other technical work and of the administration.
The Program Director communicates with NYCDOT and provides direction to the project team.
Acts as the Company representative with the client and subcontractors during the program execution.
Negotiates changes to the scope of work with the client and key subcontractors.
Responsible for following up on instructions and commitments associated with the project.
Responsible for interaction with the public representing the NYCDOT, at the client’s request.
Challenge technical assumptions, schedules, and project delivery approaches where appropriate, and proactively develop alternative solutions to improve project feasibility, reduce schedule risk, and support achievement of client objectives.
Participates in negotiations with regulatory agencies and in public meetings with various stakeholders in support of clients.
Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria.
Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.
Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
Provides input to performance reviews and development plans for subordinates.
Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
Ensures that the project meets or exceeds goals established in these plans.
Works with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
Advises the client and company management of any such changes.
Promotes technical and commercial excellence on the project through application of Quality Assurance processes.
Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
Establishes weekly meeting to review project status and formulate action items.
What Required Skills You'll Bring:
- BS degree in Civil Engineering with 20+ years of related engineering work experience is required.
- Candidate should have a broad general technical and business background.
- Professional Engineer registration in New York is required.
- Incumbent must meet Parsons' project management certification requirements.
- Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required.
- In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.
SKILLS/COMPETENCIES:
- Have delivered an EIS for a complex, urban transportation infrastructure project with a construction cost >$500M
- Have experience in the plan preparation for the design of bridge and/or highway infrastructure projects >$500M, or the design-build bridging documents of a comparable scale
- Have experience leading multidisciplinary teams consisting of bridge, highway, traffic, environmental, utility, geotechnical, structural, construction staging, and public outreach professionals
- Have a demonstrated success collaborating in dynamic, multi-stakeholder environments
- Experience delivering projects for NYCDOT and/or NYSDOT within the five boroughs is preferred
- Able to meet Parsons' project management certification requirements.
- Proven ability to perform in a management capacity
- Have excellent written and oral communications skills
- Have experience presenting technical recommendations and project updates to executive leadership, public agencies, elected officials, and community stakeholders.
- Have a thorough knowledge of industry practices and regulations.
- Be knowledgeable of current technology and how it can be effectively utilized on the project.
- Have solid understanding of business practices and track record of using these skills.
- Experience with interstate highway facilities, urban viaducts, major bridge rehabilitation programs, and/or transportation megaprojects is strongly preferred.
- Experience managing complex project schedules, identifying critical-path activities, and implementing schedule recovery and acceleration strategies is strongly preferred.
