Job Description:

Parsons is looking for an amazingly talented HSE Manager to join our team!

What You’ll Be Doing

  • Lead the overall HSE function and provide strategic direction across the project.

  • Develop, implement, and maintain the Project HSE Management Plan.

  • Establish HSE objectives, KPIs, performance targets, and improvement initiatives.

  • Ensure compliance with applicable HSE legislation, Client requirements, project procedures, and international standards.

  • Provide HSE leadership and guidance to Project Management, Construction, Engineering, and Contractor teams.

  • Establish and maintain effective HSE management systems, procedures, and processes.

  • Monitor HSE performance across all project work packages and construction areas.

  • Lead HSE inspections, audits, surveillance activities, and compliance assessments.

  • Review Contractor and Subcontractor HSE Management Plans and procedures.

  • Monitor Contractor HSE performance and implement corrective actions where required.

  • Identify project HSE risks and ensure appropriate mitigation measures are implemented.

  • Review and approve risk assessments, Job Safety Analysis (JSA), Method Statements, and Permit to Work requirements.

  • Ensure high-risk activities are properly planned, controlled, and supervised.

  • Lead investigations of incidents, accidents, near misses, and dangerous occurrences.

  • Ensure root cause analysis and corrective / preventive actions are completed.

  • Monitor closure of HSE observations, audit findings, and corrective actions.

  • Develop and maintain HSE dashboards and performance reports.

  • Provide regular HSE performance updates to senior project management and Client representatives.

  • Lead HSE meetings, workshops, campaigns, and awareness programs.

  • Promote a proactive safety culture and visible HSE leadership across the project.

  • Coordinate with Quality, Planning, Engineering, Construction, Security, and Project Controls teams on HSE matters.

  • Support emergency preparedness, response planning, and drills.

  • Ensure adequate HSE resources and competent personnel are available across project work fronts.

Construction HSE Responsibilities

  • Provide HSE oversight for major construction activities across the project.

  • Monitor excavation, earthworks, lifting, structural works, MEP, utilities, roads, infrastructure, and external works.

  • Ensure appropriate controls are established for:

    • Working at Height

    • Lifting Operations

    • Excavation & Trenching

    • Confined Spaces

    • Temporary Works

    • Hot Work

    • Electrical Works

    • Work Near Live Utilities

    • Heavy Equipment

    • Traffic Management

    • Demolition

    • Concrete Works

    • Structural Steel

    • Pressure Testing

    • Commissioning Activities

  • Ensure Permit to Work systems are effectively implemented.

  • Monitor site access, housekeeping, welfare, and safe work practices.

  • Ensure appropriate PPE requirements are established and enforced.

  • Monitor compliance with approved emergency and rescue arrangements.

  • Support implementation of behavioral safety and proactive intervention programs.

Airport / Airfield HSE Responsibilities

  • Lead HSE management within airside and landside construction environments.

  • Ensure construction activities comply with airport operational and safety requirements.

  • Coordinate HSE requirements with airport operations and relevant stakeholders.

  • Manage risks associated with working near runways, taxiways, aprons, aircraft movement areas, and operational facilities.

  • Ensure appropriate controls for:

    • Airside Access

    • Vehicle & Plant Movement

    • FOD Prevention

    • Crane / Lifting Restrictions

    • Temporary Lighting

    • Work Near Aircraft Operations

    • Underground Utilities

    • Restricted Areas

    • Construction Traffic

  • Coordinate construction activities around operational airport facilities.

  • Ensure workers and contractors are appropriately briefed on airport-specific safety requirements.

  • Support airside emergency response and incident management arrangements.

  • Monitor compliance with airport security and operational safety requirements.

Environmental Management

  • Lead implementation of the Project Environmental Management Plan.

  • Monitor environmental compliance across construction activities.

  • Ensure appropriate controls for:

    • Dust & Air Quality

    • Noise & Vibration

    • Waste Management

    • Water Pollution

    • Hazardous Materials

    • Soil Contamination

    • Chemical Storage

    • Spill Prevention

    • Wastewater

    • Energy Consumption

  • Coordinate environmental inspections and audits.

  • Monitor waste segregation, storage, transportation, and disposal.

  • Ensure environmental incidents are reported, investigated, and closed.

  • Support sustainability and environmental improvement initiatives.

  • Coordinate with relevant authorities and Client environmental teams where required.

HSE Audits & Inspections

  • Develop and implement project HSE audit and inspection programs.

  • Conduct regular site inspections and compliance audits.

  • Monitor Contractor and Subcontractor HSE performance.

  • Identify unsafe acts, unsafe conditions, and systemic risks.

  • Issue observations and corrective actions and monitor closure.

  • Conduct focused audits for high-risk activities.

  • Track trends and recurring HSE issues.

  • Provide recommendations to improve overall project HSE performance.

Incident Management

  • Lead investigation of major incidents, accidents, near misses, and environmental events.

  • Ensure incidents are reported in accordance with project and regulatory requirements.

  • Lead root cause analysis using appropriate investigation methodologies.

  • Develop corrective and preventive action plans.

  • Monitor implementation and effectiveness of corrective actions.

  • Communicate lessons learned across project teams and Contractors.

  • Maintain incident registers and HSE performance statistics.

HSE Training & Competency

  • Develop and implement project HSE training programs.

  • Ensure personnel receive appropriate induction and role-specific training.

  • Coordinate toolbox talks, safety campaigns, and awareness programs.

  • Establish competency requirements for high-risk activities.

  • Monitor HSE competency and certification requirements.

  • Promote leadership safety walks and management engagement.

  • Support development of a strong safety culture across all project levels.

Emergency Preparedness

  • Develop and maintain emergency response plans.

  • Coordinate emergency drills and simulations.

  • Establish response arrangements for fire, medical emergencies, spills, rescue, and major incidents.

  • Coordinate emergency arrangements with airport operations and relevant emergency services.

  • Ensure emergency equipment, access routes, muster points, and communication arrangements are maintained.

  • Review drill performance and implement improvement actions.

What Required Skills You’ll Bring

  • Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.

  • Minimum 15 years of relevant HSE experience, including significant experience in major construction and infrastructure projects.

  • Proven experience in senior HSE management roles on large-scale projects.

  • Strong experience managing HSE teams and multidisciplinary Contractors / Subcontractors.

  • Experience on major airport, infrastructure, transportation, industrial, or large-scale development projects is highly desirable.

  • Strong knowledge of construction HSE requirements and high-risk activities.

  • Strong knowledge of HSE management systems and international standards.

  • Experience with ISO 45001 and ISO 14001 is preferred.

  • NEBOSH, IOSH, CSP, or equivalent professional HSE certification is highly desirable.

  • Strong experience in incident investigation, risk assessment, audits, emergency response, and environmental management.

  • Excellent leadership, communication, decision-making, and problem-solving skills.
