Job Description:

Parsons is looking for an amazingly talented HSE Manager to join our team!

The HSE Manager will be responsible for leading and managing all Health, Safety, and Environmental activities across the project, ensuring compliance with applicable legislation, client requirements, project procedures, international standards, and industry best practices.

The role will provide strategic and operational HSE leadership across engineering, construction, commissioning, and project support activities. The HSE Manager will work closely with Project Management, Construction, Quality, Engineering, Contractors, Subcontractors, Airport Operations, and relevant authorities to ensure a safe working environment and effective implementation of the project HSE Management System.

What You'll Be Doing:

  • Lead the implementation and continuous improvement of the Project HSE Management System.
  • Develop, implement, and maintain the Project HSE Plan, procedures, standards, and initiatives.
  • Ensure compliance with applicable local HSE legislation, client requirements, international standards, and contractual obligations.
  • Provide HSE leadership and strategic direction to project management, construction teams, contractors, and subcontractors.
  • Establish project HSE objectives, targets, KPIs, and performance improvement plans.
  • Develop and implement project-wide HSE policies, procedures, risk management processes, and emergency response arrangements.
  • Conduct regular HSE inspections, audits, assessments, and management reviews.
  • Monitor HSE performance across all project work areas and identify areas requiring improvement.
  • Ensure implementation of Risk Assessments, Job Safety Analysis (JSA), and Method Statement reviews for high-risk activities.
  • Review and approve HSE requirements within contractor and subcontractor Method Statements and Risk Assessments.
  • Ensure effective implementation of Permit to Work (PTW) systems for high-risk activities.
  • Establish and monitor controls for high-risk construction activities including excavation, lifting, working at height, confined spaces, hot work, temporary works, electrical works, and heavy equipment operations.
  • Ensure appropriate controls are implemented for aviation and airfield-related hazards, including work near operational areas, aircraft movement zones, vehicle movements, and restricted airport areas.
  • Coordinate with Airport Operations and relevant stakeholders regarding airside safety requirements and operational interfaces.
  • Monitor compliance with airport security, access, vehicle, equipment, and airside safety requirements.
  • Establish and maintain emergency preparedness and response procedures.
  • Lead emergency drills and exercises and ensure lessons learned are incorporated into HSE processes.
  • Investigate incidents, accidents, near misses, unsafe acts, and unsafe conditions.
  • Lead or participate in Root Cause Analysis (RCA) and ensure implementation of corrective and preventive actions.
  • Monitor closure of incident investigation actions and HSE observations.
  • Establish and maintain an effective Incident Reporting and Investigation System.
  • Monitor leading and lagging HSE indicators and provide performance analysis to project management.
  • Prepare weekly, monthly, and periodic HSE performance reports and dashboards.
  • Conduct trend analysis to identify recurring HSE issues and develop preventive actions.
  • Lead HSE meetings, coordination meetings, toolbox initiatives, and safety campaigns.
  • Develop and implement project-wide HSE awareness and behavioral safety programs.
  • Ensure effective implementation of site induction, toolbox talks, safety briefings, and competency requirements.
  • Identify HSE training needs and coordinate mandatory and specialist training programs.
  • Verify competency and certification requirements for safety-critical personnel, operators, inspectors, and other relevant roles.
  • Monitor contractor and subcontractor HSE performance and conduct regular assessments.
  • Review contractor HSE plans, procedures, risk assessments, emergency plans, and training programs.
  • Conduct contractor HSE audits and performance evaluations.
  • Ensure timely closure of contractor HSE findings, observations, and non-compliances.
  • Coordinate with Quality teams to address interfaces between HSE and quality-related risks.
  • Monitor environmental requirements including waste management, pollution prevention, spill control, dust, noise, water, and hazardous material management.
  • Ensure proper management, storage, handling, and disposal of hazardous substances and chemicals.
  • Establish and monitor environmental protection and sustainability requirements relevant to the project.
  • Coordinate environmental inspections, monitoring, and reporting as required.
  • Ensure effective Fire & Life Safety coordination and emergency response arrangements.
  • Coordinate with relevant authorities, emergency services, airport stakeholders, and client representatives when required.
  • Participate in project design reviews to identify and mitigate HSE risks at the design and planning stage.
  • Support constructability and temporary works reviews from an HSE perspective.
  • Provide HSE input into project planning, construction sequencing, logistics, and temporary facilities.
  • Review HSE requirements for mobilization, site establishment, traffic management, logistics, and construction access.
  • Ensure appropriate welfare facilities, occupational hygiene, and worker accommodation requirements are implemented where applicable.
  • Monitor heat stress, fatigue, occupational health, ergonomics, and other workforce welfare risks.
  • Lead continuous improvement initiatives and promote a strong HSE culture and Zero Harm philosophy across the project.
  • Ensure HSE lessons learned are captured and incorporated into project processes.
  • Provide professional HSE advice and recommendations to senior project management.

What Required Skills You'll Bring:

  • Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
  • 10+ years of relevant HSE experience, preferably on major infrastructure, airport, civil, construction, or large-scale development projects.
  • Proven experience managing HSE functions and multidisciplinary safety teams.
  • Strong experience in contractor and subcontractor HSE management.
  • Experience in airport / airside environments is highly preferred.
  • Strong knowledge of construction safety, environmental management, risk assessment, incident investigation, and emergency response.
  • Good knowledge of applicable Saudi HSE legislation and regulatory requirements.
  • NEBOSH International Diploma or equivalent.
  • NEBOSH IGC is required/minimum where applicable.
  • IOSH Managing Safely or equivalent.
  • ISO 45001 Lead Auditor certification is preferred.
  • ISO 14001 certification/training is an advantage.
  • OSHA certification/training is an advantage.
  • First Aid / CPR certification is preferred.
  • Environmental management or sustainability certification is an advantage.
