Job Description:

Parsons is a leader in designing and delivering innovative infrastructure solutions, and we are expanding our drainage and stormwater expertise in Texas. We are looking for a H&H/Drainage Project Manager to lead high-impact projects, develop client relationships, and drive growth in the region.  This role is a casual employee with flexible hours.

Key Responsibilities:

  • Manage the design and execution of drainage and stormwater management projects.
  • Serve as a technical expert for hydrologic and hydraulic modeling, stormwater conveyance design, floodplain analysis, and erosion control.
  • Build and maintain relationships with Harris County Flood Control, Harris County Engineering, Harris County Precincts and other Texas municipalities.
  • Lead project teams, ensuring projects are delivered on time and within budget.
  • Support business development, including proposal writing, client presentations, and contract negotiations.
  • Stay current on Texas drainage regulations, FEMA floodplain requirements, and local permitting.

Qualifications:

  • 15+ years of experience in drainage, stormwater, and flood control project management.
  • Professional Engineering (P.E.) license in Texas (or ability to obtain within 6 months).
  • Extensive knowledge of Harris County drainage criteria, FEMA regulations, and local stormwater requirements.
  • Expertise in hydraulic and hydrologic modeling software (e.g., HEC-RAS, HEC-HMS, SWMM, etc.).
  • Strong business development and client relationship skills.
  • Ability to lead multidisciplinary teams and manage project budgets.

Preferred Experience:

  • Experience with large-scale transportation drainage projects.
  • Familiarity with green infrastructure, low-impact development (LID), and sustainable stormwater practices.
  • Background in municipal stormwater master planning and flood mitigation.

Salary Range: 

$56.25 - $109.57
