Job Description:

Parsons is looking for an accomplished and commercially driven Transportation Director to be an integral part of the design team in Abu Dhabi Sector and lead a transportation design team in the delivery of various major design projects across the private sector. Solid transportation background, extensive and diversified technical knowledge of related principles and practices in the consulting world coupled with strong business development skills will be crucial for success in this role.

In this critical role, you will oversee the technical aspects of large-scale transportation projects, from conceptualization to completion. The position requires an individual with extensive experience and success in managing large teams, complex engineering operations while ensuring cost-effectiveness, quality, and sustainability across a wide portfolio of projects.

What You'll Be Doing:

  • Acts as Technical Consultant to local developers in all matters concerning transport, planning, transport modeling, traffic engineering and traffic impact analysis.
  • Prepares, coordinates and facilitates consensus building meetings and workshops with the clients and Authorities.
  • Supervise and lead a team of traffic and transportation engineers to develop and deliver required project traffic and transportation studies, specifications, manage schedules, and ensure compliance with safety and environmental regulations.
  • Works with company leadership and Project Managers to deliver professional technical services and solutions.
  • Stays up to date with current trends and developments.
  • Provides business updates to clients, vendors, and/or leadership.
  • Analyses, recommends, and takes action to direct the analysis and solutions of problems.
  • Participates in the interview and selection process, including making hiring recommendations.
  • Provides technical and analytical guidance to project team; develops technical talent.
  • Establishes and maintains technical standards and policies.
  • Ensure professional speedy and courteous responses to all traffic and transportation related enquiries from Clients and Authorities.
  • Successfully develops and maintains meaningful relationships with clients.
  • Available to attend meetings or events outside of normal working hours.
  • Lead the preparation of the technical correspondence, reports, and studies for all traffic and transportation related works.
  • Responsible technically of the engineering production of the traffic and transportation team for the assigned projects.
  • Coordinate traffic engineering activities with the highway and road safety disciplines.
  • Provide technical assistance during pre-bid conferences, proposal evaluations, and post-award or other contract conferences.
  • Act as a mentor for traffic engineering and transportation staff. 
  • Evaluate the personal performance of the traffic and transportation staff against their respective specific responsibilities and accountabilities.
  • Responsible for identifying, recruiting and retaining qualified technical personnel.
  • Actively observes and acts in an appropriate manner related to safety
  • Review and approve discipline staffing budget estimates and assignment schedules for each project, ensuring proper resource allocation.
  • Monitor and ensure the quality, progress, and productivity of the discipline on each project, addressing staffing, quality, and schedule issues.
  • Give presentations to the client which include study results, technical reports, design plans and model output summaries.
  • Develops and grows relationships with new potential clients selling Parsons’ capabilities in transport planning and traffic engineering.
  • Provides technical management and guidance to our Transportation Planning and Traffic Engineering team.
  • Supports proposal activity and provides high level technical input.
  • Participates effectively on multi-dimensional projects, representing transportation needs and options in a positive way that will enhance all dimensions of the projects and achieve client agreement.
  • Writes reports and performs technical analyses when required to achieve desired quality.
  • Maintains appropriate staffing level, as needed. 
  • Reviews and approves staff forecasting reports.
  • Monitors the quality and progress of the discipline on each project, ensuring that production requirements are satisfied. 
  • Works closely with Project Managers to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance, or productivity. Establishes standards and procedures manuals for the discipline. 
  • Recommend improvements to department procedures.
  • Ensures performance within overhead budgets authorized for the discipline.
  • Actively participates in and promotes the Quality Improvement Program. 
  • Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • Bachelor’s degree in civil engineering, Transportation Planning, Traffic Engineering or a related discipline from a reputable institution.
  • Minimum of 20 years of post-graduate professional experience in the transportation industry with increasing levels of responsibility.
  • Technical expert in the fields of muti-modal transportation planning, transport modeling, traffic engineering and traffic impact analysis
  • Thorough understanding of current technologies and the capabilities of engineering and design management software.
  • Demonstrated project management experience to deliver multiple projects that meet strict deadlines, budgets and deliver identified outcomes.
  • Experience in applying relevant local and international industry standards in relation to traffic engineering and transportation studies.
  • High level excellent English communication skills (written & oral) with demonstrated ability to produce professional accurate, concise and timely reports and high-quality presentations on relevant matters.

  • What Desired Skills You'll Bring:
  • Experience of working in the UAE.
  • Advance degree such as a Master’s degree in Transportation Planning or Traffic Engineering from a reputable recognized university is preferred.
  • US registration as a Professional Engineer or equivalent is required.
  • Ability to understand business goals and translate them into technical requirements and project plans.
  • Ability to work well under pressure with strong attention to detail, making decisive decisions
  • Possess a thorough knowledge of latest applicable technology and be able to select and apply appropriate Engineering Software
  • Proven ability to successfully manage, grow and develop large teams of engineers, designers, and technical professionals across complex technical challenges.
  • Demonstrated ability to effectively plan the use of resources to meet the requirements of the organization.
