Job Description:
In the Track Engineering Design Lead role, you will serve as a senior Subject Matter Expert (SME) within the Track Engineering Practice, providing technical leadership and practice oversight for track design and engineering, including alignment, special trackwork, yards, terminals, and mainline rail systems for freight, commuter rail, and urban transit projects. You will ensure compliance with AREMA, FRA, state DOT, and client-specific standards while balancing constructability, operations, and lifecycle performance, and will provide strategic technical leadership, high-level consulting, and delivery oversight across multiple projects and clients. This position will roll up through the national TE discipline while maintaining a strong operational and delivery presence across the East Coast (and beyond, as project and client needs dictate). In this role, you will balance project delivery, senior leadership, technical design, and oversight within TE, project management, and the support of business development activities, helping drive both execution excellence and growth.
What You’ll Be Doing
Lead or consult on the execution of advanced solution strategies across the national TE discipline, with a strong focus on East Coast operations and delivery.
Serve as a technical SME, providing expert advice and consulting to resolve complex technical and business problems.
Serves as escalation authority for complex technical, constructability, and operations-like issues
Serve as senior technical interface with clients, subcontractors and project partner's engineers, representatives and regulatory authority, supporting various aspects of project work and cross-discipline issue.
Balance responsibilities across project delivery, senior leadership, technical design, and oversight within TE, ensuring consistent, high‑quality outcomes.
Oversee project task area teams as needed and serve as the primary point of contact (POC) for related technical expertise.
Work closely with company leadership and Project Managers to plan, deliver, and optimize professional technical services and solutions.
Maximize customer operational performance by providing targeted resources, technical guidance, and innovative solution recommendations.
Support business development efforts, including opportunity identification, solutioning, proposal input, and client presentations.
Guides staffing strategy and capabilities development within the Track Engineering team
Help align and integrate internal processes and structures within the national TE discipline, contributing to consistent standards and best practices.
Establish and maintain strong professional relationships with customer personnel (purchasing, engineering, quality assurance, management, etc.).
Collaborate with cross‑functional teams to drive continuous improvement in quality, service, and delivery performance.
Stay current with industry trends, technologies, and regulatory developments, and translate them into practical recommendations for Parsons and our clients.
Flex the balance of responsibilities (delivery, leadership, design, BD) based on project demands and organizational priorities.
May provide technical direction, mentorship, and oversight to project teams and junior staff; no formal direct reports typically required.
Perform other responsibilities associated with this position as may be appropriate.

Ability to understand complex, in‑depth technical situations and associated business challenges, and to shape solutions accordingly.
Education & Experience
Bachelor’s degree in a related engineering, technical, or scientific discipline, or equivalent relevant experience.
Typically 15+ years of extensive experience as a technical consultant in a related industry, including:
Significant supervisory and/or technical leadership experience.
Experience presenting technical information, findings, and recommendations to senior leadership and client executives.
Licenses and Certifications
Professional registrations, licenses, or certifications relevant to your technical discipline (preferred, if applicable).
Additional certifications may be required or preferred based on project or client requirements.
