Job Description:
The NEEDS (No Excuses Exceptional Delivery Standard) Package (i.e. Task Order) Process Manager will be responsible for managing and coordinating the overall process of planning, production and delivery activities for NEEDS package responses on the BNATCS program. This role ensures the completion of the delivery elements for NEEDS packages and alignment across all program workstreams and functions, ensuring accuracy and timely delivery of NEEDS packages to the customer. The NEEDS Package Process Manager will serve as a programmatic and proposal liaison across all workstream domains and oversee the continuous improvement of the NEEDS Package process flow and level of automation.
Key Responsibilities:
Manage NEEDS Package planning, development, approval, and delivery process
Coordinate NEEDS Package completion across all program workstreams and functions including proposal schedule and communication
Provide status of all NEEDS Packages within the workflow to management and IT tools
Continuously improve NEEDS Package process flow and level of automation
Coordinate NEEDS Package proposal reviews, readiness assessments, and stakeholder briefings on development, approval and delivery status
Provide leadership with real-time updates on risks, issues, and dependencies impacting delivery across all workstreams
Support program leadership as programmatic and proposal liaison
Required Skills:
Bachelor's degree in Engineering, Technical Writing, or a technical proposal-relevant discipline or equivalent work experience in lieu of Degree
10+ years of experience managing programs or proposals
Excellent organizational skills
Knowledge of how pricing works (including Cost Plus, T&M, and FFP)
Proven ability to write technical documents
Experience with process flow optimization and automation
Strong leadership and communication skills with technical and non-technical audiences
Proven experience coordinating across program management, engineering, and operations personnel
Experience managing delivery milestones in government or regulated environments
Desired Skills:
Experience supporting FAA programs or aviation/air traffic control systems
Experience creating and tracking task orders on IDIQ vehicles
