Job Description:
Parsons is seeking a highly skilled Systems Assurance Manager to our team and play a critical role in the successful execution of a high-profile railway/metro project in the UAE. In this role, you will be responsible for ensuring the safety, integrity, and reliability of all systems and subsystems within the railway/metro network. The successful candidate will be instrumental in implementing robust quality assurance processes, conducting risk assessments and audits, and ensuring full compliance with international safety and regulatory standards.
As a Systems Assurance Manager, you will collaborate closely with engineering, operations, safety, and regulatory teams to develop and enforce system assurance strategies, mitigating potential risks while enhancing overall operational efficiency and performance. You will also oversee hazard analysis, safety certification processes, and system integration activities, ensuring that all components of the railway/metro system work cohesively and meet the highest standards for safety and reliability.
What You'll Be Doing:
Develop and implement a comprehensive systems assurance strategy to ensure the reliability and safety of Railway systems, including signaling, communication, power supply, and vehicle operations.
Establish performance metrics and benchmarks for evaluating system effectiveness.
Ensure all systems and operations comply with applicable federal, state, and local regulations, as well as industry standards and best practices.
Stay informed about changes in regulations and standards that may impact the Railway operations and systems.
Design, implement, and oversee quality assurance and quality control processes for system components and operational procedures.
Conduct regular audits and inspections to assess adherence to established protocols and identify areas for improvement.
Identify potential risks related to system performance and safety, developing mitigation strategies to address these risks proactively.
Lead investigations into incidents and system failures to determine root causes and recommend corrective actions.
Work closely with engineering, operations, maintenance, and safety teams to ensure effective communication and collaboration in systems assurance effort.
Serve as a liaison with regulatory agencies, contractors, and stakeholders regarding systems assurance matters.
Analyze performance data and incident reports to identify trends, areas of concern, and opportunities for improvement.
Prepare and present regular reports to senior management on systems assurance activities, findings, and recommendations.
Mentor and guide team members in quality assurance and systems management principles.
What Required Skills You'll Bring:
Bachelor’s degree in Engineering, Transportation, Safety Management, or a related field; Master’s degree preferred.
Minimum of 15 years of experience in systems assurance, quality assurance, or safety management in the transportation industry, preferably in metro/rail project and operations.
Must demonstrate sound knowledge of Safety Assurance and Regulatory Compliance.
Strong knowledge of systems engineering principles, risk management practices, and regulatory compliance standards
Professional certification in Quality Assurance or Safety Management (e.g., ISO 9001, Six Sigma, etc.)
Experience with incident investigation and root cause analysis methodologies.

Strong communication and interpersonal skills, with the ability to collaborate effectively across various teams.
Ability to interface with all levels with project team, client, and others.
Ability to read, analyze and interpret complex documents.

Ability to apply principles of logical or scientific thinking to a wide range of support function problems.
Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.
