Job Description:

The Senior Environmental Specialist supports the BNATCS Program’s environmental compliance, sustainability, and risk management objectives. This role ensures that all environmental requirements associated with federal, state, and local regulations—as well as FAA, Parsons, and client policies—are met throughout program execution. The position emphasizes proactive environmental planning, permitting, monitoring, and performance reporting to ensure safe, compliant, and sustainable operations across all BNATCS sites.

Key Responsibilities:

Environmental Compliance & Oversight

  • Lead environmental compliance activities aligned with FAA and Parsons standards, including air quality, water management, waste handling and minimization, hazardous materials, and spill prevention.
  • Lead the environmental permitting processes under the National Environmental Policy Act (NEPA), driving expedited timelines for approvals, while  ensuring all operational and construction activities maintain required authorizations.
  • Conduct audits, inspections, and assessments of project sites to verify environmental performance and regulatory compliance.
  • Maintain and update environmental plans (SWPPP, SPCC, Waste Management Plan, etc.) and ensure proper implementation across contractors and subcontractors.
  • Coordinate corrective actions and track closure of environmental nonconformances or findings.

Sustainability & Risk Management

  • Integrate environmental and sustainability considerations into project design, planning, and execution phases.
  • Support implementation of Parsons’ Environmental Management System (EMS) and ISO 14001 requirements.
  • Identify and assess environmental risks and provide recommendations for risk elimination or mitigation.
  • Develop and monitor environmental KPIs, ensuring alignment with program sustainability and Life Changing Event (LCE) prevention objectives.

Technical Support & Reporting

  • Provide subject matter expertise to program management, engineers, and field teams on environmental compliance, sustainability, and permitting issues.
  • Develop and submit environmental deliverables, reports, and CDRLs in accordance with contractual and regulatory requirements.
  • Interface with FAA environmental leads, regulatory agencies, and subcontractors to ensure environmental commitments are met and documented.
  • Support incident investigations involving environmental releases or violations; lead root cause analysis and lessons learned sharing.

Training & Engagement

  • Conduct environmental awareness and compliance training for project personnel, subcontractors, and key stakeholders.
  • Promote an environmentally responsible culture through proactive engagement, coaching, and visible leadership.
  • Participate in safety and environmental stand-downs, toolbox talks, and program-wide environmental initiatives.

Required Skills:

  • Bachelor’s degree in Environmental Science, Engineering, or related field (Master’s preferred) and 8+ years of progressive experience or 12 years experience in lieu of Degree in environmental compliance, permitting, and management within infrastructure, aviation, or defense programs.
  • Demonstrated successful experience achieving NEPA permit approvals under expedited timelines.
  • Knowledge of FAA environmental requirements and applicable EPA and state environmental regulations.
  • Experience working within ISO 14001 and ISO 45001 management systems.
  • Demonstrated ability to interface with federal agencies, contractors, and regulatory bodies.
  • Excellent written and verbal communication skills, with strong attention to detail and documentation accuracy.
  • Professional certifications such as CIH, REM, or PE (Environmental) preferred.

Salary Range: $86,700.00 - $151,700.00
