Job Description:
Parsons is seeking a seasoned SH&E (Safety, Health, and Environmental) Manager to lead the safety strategy and environmental compliance for the Wet Utilities sector of the Trojena project. This is a high-impact leadership role requiring a professional who can manage complex safety risks associated with large-scale water infrastructure in a high-altitude, mountainous environment.
You will be responsible for the safety of thousands of workers and the protection of a sensitive alpine ecosystem. You will serve as the primary advisor to the Project Director on all SH&E matters, ensuring that NEOM’s "Zero Harm" mandate is integrated into every phase of construction, from deep rock excavation for pipelines to the commissioning of wastewater treatment plants.
Core Responsibilities
Strategic Leadership: Develop and implement a project-specific SH&E Management Plan that aligns with Parsons’ global standards and NEOM’s rigorous environmental and safety requirements.
Wet Utilities Specialist Oversight: Direct safety protocols for high-risk utility activities, including deep trenching, confined space entry in pumping stations, and high-pressure hydrostatic testing.
Risk Mitigation: Lead the review of high-level Risk Assessments and Method Statements (RAMS), ensuring robust controls for working on steep slopes and in extreme weather conditions.
Environmental Protection: Oversee strict compliance with NEOM’s environmental sustainability goals, ensuring zero contamination of mountain water sources during utility installation and testing.
Audit & Compliance: Establish an intensive audit schedule to monitor subcontractor performance, ensuring that safety KPIs are met and that corrective actions are closed out promptly.
Incident Management: Lead major incident investigations using root cause analysis (RCA) techniques and present findings and preventative strategies to NEOM leadership.
Culture Building: Drive a proactive safety culture through behavioral-based safety programs and executive-level safety walkthroughs.
Required Experience & Qualifications
Experience: Minimum of 15 years in SH&E management, with at least 8 years in a senior leadership role on major infrastructure projects.
Sector Expertise: Deep technical knowledge of safety challenges specific to Wet Utilities (Potable Water, Sewage, Stormwater, and Desalination networks).
Education: Bachelor’s Degree in Safety Engineering, Microbiology, Environmental Science, or a related field.
Certifications: NEBOSH Diploma (or equivalent) and Graduate/Chartered membership of IOSH (GradIOSH/CMIOSH) is mandatory. CSP (Certified Safety Professional) is highly preferred.
Regional Experience: Proven experience in the Middle East, particularly on Giga-projects in Saudi Arabia, is essential.
Terrain Experience: Prior experience managing safety in mountainous or high-altitude construction sites is a significant advantage.
