Job Description:

SENIOR TRANSPORTATION MODELING & NETWORK PLANNING EXPERT

Parsons is looking for an amazingly talented Senior Transportation Modeling & Network Planning Expert to join our team! In this role, you will provide senior technical leadership in the analysis of Riyadh’s existing and future transportation network, applying strategic travel demand models, network-performance data, GIS, and advanced analytics to support RCRC’s traffic management assessment, corridor planning, congestion management, and infrastructure investment programs.

You will work closely with transportation planners, traffic engineers, corridor assessment teams, data analysts, and RCRC stakeholders to translate complex transportation data into clear findings and actionable recommendations, with particular emphasis on how population growth, land-use development, giga projects, public transport expansion, and changes to the roadway network will affect traffic demand and network performance across Riyadh. The role bridges citywide strategic planning and corridor-level operational assessment, ensuring that proposed traffic management interventions reflect both current operating conditions and Riyadh’s longer-term mobility needs.

What You’ll Be Doing:

  • Lead strategic transportation modeling, network planning, and travel-demand analysis for the RCRC Traffic Management program.
  • Apply and interpret Riyadh’s strategic travel demand models to assess existing and future travel patterns, network loading, corridor demand, and congestion conditions.
  • Drive the semi-annual transportation and traffic-management assessment process, identifying significant shifts in network demand, travel patterns, development activity, and system performance.
  • Give corridor assessment teams the strategic context to distinguish localized traffic problems from broader network or demand-related causes.
  • Evaluate roadway, public transport, and multimodal network alternatives — new links, capacity and corridor enhancements, transit improvements, and other network-management measures — for their effect on volumes, route choice, congestion, travel times, and network performance.
  • Prioritize congestion-management initiatives by assessing current and forecast demand and identifying where strategic intervention delivers the greatest benefit.
  • Assess the transportation impacts of major land-use developments, giga projects, and changes to Riyadh’s urban development pattern.
  • Develop and review traffic forecasts and future-year scenarios for major corridors, strategic junctions, and development areas, so that traffic-management recommendations reflect anticipated network conditions.
  • Generate and interpret network performance indicators, including vehicle-kilometers and vehicle-hours traveled, average speeds, travel times, congestion levels, network utilization, and modal shares.
  • Use GIS, spatial analysis, and programming tools to interrogate large transportation datasets and visualize demand, congestion patterns, network deficiencies, and proposed interventions.
  • Review model assumptions, network coding, zone structures, trip matrices, and land-use inputs, and reconcile model outputs against traffic counts, travel-time and probe data, and field surveys.
  • Provide independent technical review and quality assurance of modeling, Traffic Impact Studies, and master plans prepared by consultants, developers, or other project teams where these affect RCRC initiatives.
  • Work with traffic and civil engineering specialists to translate model findings into corridor, network, and access improvement concepts, and contribute to congestion-management strategies, planning guidelines, and performance-monitoring frameworks.
  • Produce technical reports, executive presentations, maps, and dashboards that communicate network findings to RCRC leadership, emphasizing practical implications rather than model mechanics.
  • Represent the modeling function in workshops and coordination meetings with RCRC departments, agencies, consultants, and operators, and mentor RCRC and project staff in modeling, forecasting, GIS, and data analysis.
  • Track emerging practice in activity-based modeling, big-data analytics, AI-assisted forecasting, and GIS that could strengthen RCRC planning and assessment capability.

What Required Skills You’ll Bring:

  • Bachelor’s degree in Civil Engineering, Transportation Engineering, Transport Planning, or a closely related field; an advanced degree in transportation or civil engineering is strongly preferred.
  • Minimum 20 years of progressively responsible experience in transportation planning, traffic forecasting, travel-demand modeling, or network analysis.
  • Extensive hands-on experience developing, calibrating, validating, and applying large-scale metropolitan travel-demand models to evaluate roadway networks, public transport systems, land-use scenarios, master plans, and infrastructure-investment alternatives.
  • Strong command of four-step and multimodal travel-demand modeling principles, including trip generation, distribution, mode choice, assignment, network coding, zone systems, and model calibration and validation.
  • Advanced proficiency with strategic transportation-modeling platforms such as Emme, PTV Visum, or comparable systems.
  • Strong GIS and analytical programming capability, including ArcGIS Pro or comparable platforms and Python for transportation data processing, statistical analysis, automation, and visualization.
  • Ability to convert large, complex transportation datasets into clear technical conclusions and practical recommendations, and to present them credibly to technical and non-technical audiences.
  • Strong understanding of the relationship between land use, transportation demand, roadway capacity, public transport, network connectivity, and urban growth.
  • Ability to critically review models and technical studies prepared by others and identify assumptions, limitations, and inconsistencies requiring further investigation.
  • Proven ability to work independently on complex analytical assignments and within multidisciplinary teams spanning transportation planning, traffic engineering, ITS, civil engineering, data analytics, and urban development, while supporting multiple concurrent studies.

What Desired Skills You’ll Bring:

  • Extensive experience working in Riyadh, with a strong understanding of the city’s transportation network, urban structure, development patterns, and planning environment.
  • Prior experience working directly with RCRC or its predecessor organizations on strategic transportation planning, traffic forecasting, or major transportation studies.
  • Detailed familiarity with Riyadh’s strategic traffic forecast models — network structure, zone system, and underlying assumptions — and experience evaluating major Riyadh corridors, road-network alternatives, public transport initiatives, and land-use developments.
  • Experience supporting metropolitan transportation master plans, structure plans, and multimodal transport strategies in Saudi Arabia or the wider GCC.
  • Strong understanding of how strategic forecasting supports operational traffic management, corridor prioritization, and congestion-management decisions.
  • Experience integrating model forecasts with traffic counts, probe-speed data, travel-time information, and other empirical datasets.
  • Experience developing transportation performance indicators and analytical outputs suitable for executive-level decision-making.
  • Knowledge of emerging approaches such as activity-based models, dynamic assignment, mobility data analytics, AI-assisted forecasting, and integrated land-use/transport modeling.
  • Experience providing technical mentoring, training, or knowledge transfer to government transportation-agency staff.
  • Arabic language skills are desirable but not required.
