Job Description:

Senior Rail Maintenance Engineer

Parsons is looking for a skilled and experienced Senior Rail Maintenance Engineer to join our team. The ideal candidate will have extensive knowledge and expertise in the maintenance of an automated people mover or subway systems, or metro/ rail services. This role involves overseeing the efficient and safe maintenance of rail services, ensuring compliance with regulatory standards, and implementing best practices to enhance service quality and operational efficiency. You must be organized and effective in communicating plans, requirements, results, and information to customers at a variety of management levels and technical backgrounds.

In this role you will get to provide technical leadership and direction for various phases of a significant rail program to assure on-schedule completion within or below budget and in accordance with contractual obligations.

What You'll Be Doing:

  • As required, act as the company representative with the Client during the APM program execution.  

  • Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures. 

  • Ensure adhere to relevant industry regulations, environmental standards, and safety protocols.

  • Supervise necessary permits and approvals required from relevant authorities. 

  • Oversee operations and maintenance of an Automated People Mover.

  • Ensure adherence to schedules, safety protocols, and operational procedures.

  • Monitor and analyze operational performance metrics to identify areas for improvement.

  • Oversees establishment of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

  • Works with the key project staff, consultants, contractors, and subcontractors to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. 

  • Develop APM systems maintenance plans by setting the goals and key initiatives to achieve the goals, based on the current and expected performance, and within specifications.

  • Review of designs (design maintainability review) as and submit recommendations when requested.

  • Plan and improve systems and procedures to enhance the maintenance quality standard and efficiency of the department.

  • Manage, execution, and supervision of work/projects including, review work requirements, issue work scheduling & approval of work programs, supervise contractor & approve work completion, random site inspections, and maintenance contractor evaluation.

  • Manage and ensure the implementation of the preventive and corrective maintenance of the rail systems and related features.

  • Facilitate the management review on maintenance planning issues, performance, inspection, progress towards the objectives & targets, programs, etc.

  • Communicate with chief engineers on maintenance cost with ERV (estimate replacement value).

  • Responsible for preparing yearly reports comparing the maintenance practices of the department with the current international best practices.

  • Experience in Spares Management.

  • Perform other responsibilities associated with the position as may be appropriate.

What Required Skills You'll Bring:

  • Bachelor's degree in Electrical, Mechanical or other relevant Engineering from an accredited institution.

  • Chartered Engineer status is ideal.

  • 15+ years related professional experience of working in maintenance role of an APM, subway/metro or commuter rail.

  • Ensure compliance with all relevant safety regulations and standards.

  • Experience of working on CBTC Signalling & Train Control Systems.

  • implementation/operations/maintenance experience is preferred.

  • GCC experience is preferred.

  • Must have experience in Client Interfacing roles.

  • Must understand the requirements of an airfield for construction and operation.

  • Must have liaised with regulatory bodies, government agencies, and other stakeholders.

Skills / Competencies:

  • Effective oral and written skills for client presentations, technical reporting, and internal + external correspondence; Ability to effectively present information to key stakeholders as required by the client.

  • Understanding of the delivery process and the functions inherent to construction management of large-scale projects.

  • Ability to interface with all levels with project team, client, and others.

  • Ability to read, analyze and interpret complex documents.

  • Ability to respond effectively to the most sensitive inquiries or complaints.

  • Ability to apply principles of logical or scientific thinking to a wide range of support function problems.

  • Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.
