Senior Proposal Manager
UAE, Dubai/ Abu Dhabi.
Parsons is seeking an exceptionally talented Senior Proposal Manager to join our Regional Bid Studio team. This role offers the opportunity to lead and manage large, complex, and high-profile proposals across the EMEA region, supporting strategic growth initiatives and major infrastructure programs.
In this role, you will have full ownership of the proposal lifecycle, from proposal kickoff through submission and handover to the execution team, while ensuring strict adherence to Parsons’ Business Acquisition Process (BAP) and internal governance requirements.
What You'll Be Doing :
Lead and manage the end-to-end proposal lifecycle, from kickoff through submission and handover to delivery teams.
Take full ownership of proposal strategy, compliance, quality, schedule, and commercial coordination to deliver timely, competitive, and fully compliant submissions.
Work independently and collaboratively within a multidisciplinary Bid Studio environment.
Conduct detailed analysis of RFQ/RFP documents, identify requirements, risks, and gaps, and prepare clarification questions for submission to the client.
Develop and maintain compliance matrices, annotated outlines, and detailed proposal schedules covering the full proposal lifecycle.
Plan, schedule, and facilitate proposal kickoff meetings, aligning internal and external stakeholders on requirements, responsibilities, deliverables, and timelines.
Provide leadership and guidance to proposal writers by reviewing outlines and draft content to ensure full compliance, clarity, and alignment with win strategy.
Establish proposal templates, writing standards, and visual identity, working closely with graphics teams to ensure consistency and high visual quality.
Collaborate closely with Capture Managers and Business Development leads throughout the proposal development process.
Lead the development of non-technical proposal sections, including management plans, project descriptions, team qualifications, CVs, and resumes.
Coordinate with Contracts, Legal, Finance, and Commercial teams to ensure all contractual, legal, and pricing requirements are fully addressed and executed in line with RFQ/RFP requirements.
Serve as the primary point of contact for all internal and external proposal stakeholders on RFQ/RFP requirements.
Review all draft and final proposal submissions to ensure responsiveness, accuracy, completeness, and quality, while maximizing selling impact, readability, and visual effectiveness.
Plan and facilitate Pink and Red Team reviews, manage comment resolution, and develop recovery plans to ensure all feedback is incorporated prior to submission.
Identify risks or issues during proposal development and proactively implement mitigation measures.
Provide direction, oversight, and constructive feedback to graphics, editorial, and production teams.
Develop and manage production schedules and resource plans, including coordination with external print vendors when required.
Conduct final quality and compliance reviews, ensuring proposals meet the Three Cs of proposal excellence: Compelling, Compliant, and Comprehensive.
Collaborate with Project Managers and Business Development teams to develop client presentation and interview content.
Lead the preparation of PowerPoint presentations and supporting materials, ensuring strong messaging and visual impact.
Lead interview preparation and rehearsal sessions, providing coaching and feedback to presenters to ensure confidence, clarity, and alignment with the proposal strategy.
Manage and coordinate proposal resources, ensuring availability, effective utilization, clear task prioritization, and team motivation to deliver high-quality outputs under demanding timelines.
Establish proposal budgets and define required effort across all core services disciplines.
Monitor and control proposal budgets, implementing corrective actions as needed.
Oversee quality and timeliness of proposal deliverables, providing clear direction and constructive feedback.
Bachelor’s degree in Engineering or a related technical discipline (Master’s degree preferred).
15+ years of overall professional experience, including 12+ years of RFP response and proposal development experience (or equivalent).
Essential experience within the Architecture, Engineering, and Construction (AEC) industry.
Demonstrated experience in the Middle East market, with European market experience highly desirable.
Proven experience in the full ownership and delivery of large, complex program management proposals (USD 100M+), including proposals involving Design-Build and Public-Private Partnership (PPP) delivery models, from capture handover through submission.
Strong visual and graphical sensibility, with the ability to define proposal look-and-feel and lead graphics designers to deliver high-quality, visually compelling, and client-focused submissions.
Native or fluent English language proficiency, written and verbal.
Strong commercial acumen, including pricing strategy development, cost coordination, and commercial risk awareness.
Highly detail-oriented, with a strong focus on quality, compliance, and accuracy.
Exceptional leadership and motivational skills, with the ability to lead, mentor, and develop high-performing proposal teams.
Excellent written, interpersonal, communication, organizational, and time-management skills.
Proficient in Microsoft Office Suite (Word, Excel, PowerPoint), with the ability to produce or provide strategic direction for high-quality proposal documents and presentations under demanding deadlines.
Proven ability to perform effectively in a fast-paced, high-pressure environment, managing multiple concurrent assignments with overlapping schedules while retaining overall ownership and accountability for outcomes.
