Job Description:
Parsons is seeking a Senior Program Manager to provide vision, direction, and management for every portion of a large program within Parsons’ support to USCYBERCOM on-site support services. This individual ensures the program's projects meets or exceeds goals established in these plans, is focused on quality delivery, and supports growth activities for these projects and others within Parsons.
What You'll Be Doing:
Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of the program.
Assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
Serve as the primary point of contact for clients and customers; build trusted relationships and gather mission-driven, user-centered requirements.
Negotiate changes to the scope of work for projects within the portfolio with the client and key subcontractors.
Develop comprehensive program plans, including scope, objectives, timelines, budgets, and resource allocation.
Ensure alignment with organizational strategy and business priorities.
Build and maintain strong relationships with internal and external stakeholders.
Communicate program updates, risks, and achievements to executives and key stakeholders.
Lead cross-functional teams, ensuring collaboration and accountability across departments.
Provide guidance, mentorship, and support to project managers and team members.
Identify, assess, and mitigate risks to ensure program success.
Develop contingency plans and proactively address challenges.
Track program progress against key performance indicators (KPIs) and milestones.
Prepare detailed reports and presentations for leadership and stakeholders.
Manage program budgets, ensuring cost efficiency and alignment with financial goals.
Optimize resource allocation to maximize productivity and minimize waste.
Be responsible for following Parsons’ policy, procedures, and instructions associated with the portfolio and its associated projects.
Be responsible for the development and distribution of a program summary to Parsons Leadership and subordinate project team(s) for reference.
Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
Work with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes.
Promote technical and commercial excellence on the project through application of Quality Assurance processes.
Monitor and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
Act as the Parsons Company representative with the client and selected subcontractors during the program execution.
Provide input on performance reviews and development plans for subordinates.
What Required Skills You'll Bring:
Active TS/SCI w/Polygraph.
Bachelor’s degree in Business Administration, Project Management, or a related field.
Minimum 15+ years of experience in broad general technical, business, and previous project management experience on similar or related large-scope project types; experience in operations management of personnel and facilities.
Project Management Professional (PMP) Certification.
Significant prior military service and understanding of military organizations and activities.
Intimate knowledge of USCYBERCOM and its subordinate organizations and activities.
Security Clearance Requirement:
