Job Description:

Ready to put your program management expertise to work on large, complex capital programs? Are you great with people and have a track record leading teams through planning, design, pre-construction, construction, commissioning, and closeout?

Parsons is now hiring an experienced Senior Program Manager with a desire to help lead innovative, practical solutions on major multi-phase efforts requiring strong leadership, client coordination, governance, and delivery discipline. This position is expected to be based in San Antonio, Texas, and to operate in the immediate vicinity of San Antonio.

In this role, you will be responsible for program scope development, scope management, governance, risk, schedule, cost, and commercial performance to meet client goals and objectives on major capital efforts. You will plan and define program goals, devise methods to accomplish them, and develop in-depth knowledge of client objectives, contract terms, and corporate policies. This role is suited for leaders who can oversee large, complex, multi-stakeholder programs and coordinate execution across technical, procurement, construction, and closeout functions.

We need our Senior Program Managers to be versatile, enthusiastic, and effective in highly collaborative, team-oriented environments with exceptional communication, analytical, organizational, and leadership skills.

Responsibilities

  • Ability to communicate effectively, orally and in writing, and to prepare correspondence, written reports, presentations, and executive-level briefings for clients, stakeholders, and senior leadership.
  • Lead scheduling and coordination of program activities across planning, design, pre-construction, construction, commissioning, and closeout phases.
  • Ability to manage interdisciplinary teams of professionals and supporting labor categories across large, multi-phase programs.
  • Ability to integrate competing and conflicting elements into planning and execution processes so program requirements flow smoothly across technical, operational, schedule, and budget priorities.
  • Experience managing programs with complex approval processes, stakeholder coordination, and rapid decision-making requirements.
  • Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create program teams capable of completing effective, quality work.
  • Discusses the qualifications required of key program positions in specific detail with profit center and department managers.
  • Collaborates with office and field leadership to address staffing, workspace, and operational requirements.
  • Acts as the Company representative with the client and selected subcontractors during program execution.
  • Negotiates changes to the scope of work with the client and key subcontractors.
  • Markets and secures additional work with client.
  • Responsible for following up on instructions and commitments associated with the program.
  • May participate in negotiations with regulatory agencies and in public meetings in support of clients.
  • Oversees establishment of Program Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, governance framework, risk-management processes, and other documents as required. [3]
  • Establishes program requirements for all areas of the effort and monitors draft and final deliverables for adherence to these criteria.
  • Responsible for development and distribution of a concise program description to all members of the project team for reference.
  • Works with other managers, project engineers, field staff, and discipline leads to develop budgets, schedules, and plans for various program elements and ensures that the program meets or exceeds goals established in these plans. [3]
  • Works with key team members to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to scope. Advises the client and company management of any such changes. Responsible for maintaining current and timely change orders and scope-control actions. [3]
  • Promotes technical and commercial excellence on the program through application of Quality Assurance processes.
  • Monitors and reports to management on progress of all program activity, including significant milestones and any conditions that would affect cost, schedule, quality, safety, or operational continuity.
  • Establishes weekly meetings to review program status and formulate action items.
  • Supports continuous on-site coordination and program oversight as required for successful delivery.

Qualifications

  • Bachelor’s degree in Project Management, Engineering, Construction Management, or related technical/business field.
  • 15+ years of related program or project management experience on large-scale capital programs.
  • Broad general technical and business background.
  • Experience leading large, complex, multi-stakeholder programs, preferably on efforts involving planning, design, pre-construction, construction oversight, commissioning, and closeout.
  • Experience managing mega-scale programs exceeding $500 million in total installed cost is preferred.
  • Professional registration may also be required.
  • Must have the ability to manage programs, interface with clients, and remain engaged in technical and execution issues throughout delivery.
  • Comprehensive knowledge of industry standards.
  • Incumbent must meet Parsons’ project management certification requirements.
  • Proven ability to perform in a management capacity, with excellent written and oral communication skills.
  • Demonstrated strength in governance, risk management, schedule and cost control, stakeholder coordination, and leading high-performing teams in accelerated delivery environments.
  • Must be willing to live in, or relocate to, San Antonio, Texas.
