Job Description:

Parsons is seeking a Senior Program Manager responsible for the management and oversight of a portfolio of projects doing electrical installation in construction and microgrids.  Project teams provide electrical, communication, fire alarm, and audio-visual infrastructure to US Government customers. 

What You'll Be Doing:

  • Program Planning and Execution.  Assist in developing construction, electrical installation, and microgrid program management plans, schedules, budgets, and strategies.  Ensure program milestones are met on time, within budget, and with desired quality.  Coordinate activities across different teams or departments involved in the program.  Collaborate with Parsons’ support functions to identify/communicate shortfalls and offer solutions to cover gaps.
  • Stakeholder Management.  Serve as a primary key point of contact for internal/external stakeholders.  Communicate program status, issues, and achievements to stakeholders.  Work to resolve any issues or conflicts that may arise during the course of the program.
  • Risk & Opportunity Management.  Identify potential risks to the success of the program and opportunities to improve efficiency.  Develop and implement strategies to mitigate identified risks and action opportunities.  Capture lessons learned and identify strategies and process improvements based on previous project execution.
  • Resource Allocation.  Assist in allocating resources (e.g., personnel, budget) efficiently across projects within the program.   Monitor resource utilization and make adjustments as necessary.
  • Financial Management. Responsible for profit and loss portfolio of programs and ensuring projects/programs execute within budget and achieve target margins.  Provide guidance to project managers to keep projects executing within established parameters, to include compliance areas and profitability levers. 
  • Quality Assurance.  Ensure all aspects of the portfolio of programs are executed according to established standards and practices.  Implement continuous improvement processes throughout the lifecycle of the program.
  • Safety.  Implement Parsons’ OWN ZERO® safety culture, leading teams in embracing safety first.  Monitor the program’s designated safety officer.  Ensure all aspects of all hazards analysis planning and project safety plans are complete, submitted, and reviewed.
  • Reporting.   Prepare reports on program progress, challenges, and outcomes for senior management.  Analyze data to provide insights into performance improvements or resource allocation.
  • Team Leadership.  Lead and motivate team members assigned to the program.  Facilitate collaboration among team members, corporate service centers/shared services, and external stakeholders to achieve program/project objectives.
  • Proposals. Lead and support USAF program proposal and change order efforts. Facilitate collaboration and coordination among all team members and corporate service centers.
  • Process and Control. Ensure team members are trained and following established procedures. Establish control and regular audit mechanisms. Directly supervise Project support personnel in the accomplishment of project administration and the on-time delivery of project deliverables.
  • Communication Plan. Establish a robust team and stakeholder communication plan, to include a supervision/leadership matrixed notification plan.

What Required Skills You'll Bring:

  • Degree/Certificate in Construction, Electrical Engineering, or closely related field.
  • 15+ years of proven experience in project management, operations, and/or related areas.
  • 5+ years of experience managing Cost Plus and Firm Fixed Price type contracts.
  • Direct leadership experience in construction and electrical installation.
  • Direct field experience with construction and electrical installation.
  • Strong leadership skills with an ability to manage multi-disciplinary teams.
  • Exceptional communication skills for effective stakeholder engagement.
  • Working proficiency in project/program management software tools (e.g., MS Project).
  • Ability to manage multiple tasks simultaneously under tight deadlines.
  • Ability to meet Parsons’ Project Management Certification requirement.
  • Ability to assume leadership/supervision roles and communicate with the customer independently within two weeks of hire.

What Desired Skills You'll Bring:

  • Experience managing microgrid projects/ installing microgrids.
  • Previous, verifiable experience with the PMO customer and end-users.
  • Strong analytical thinking and problem-solving skills.
  • High level of organizational abilities.
  • Adaptability to rapidly changing environments.
  • Attention to detail with a focus on quality and safety outcomes.

Salary Range: $120,800.00 - $217,400.00
