Job Description:
Parsons is looking for an amazingly talented Senior Planning Manger to join our team! In this role you will get to develop and manage all planning, scheduling, and time‑related risk activities for the Tunnel System Integration package within the Diriyah Infrastructure Program.
This role will Oversee the development and control of integrated schedules covering civil works, MEP, tunnel systems, fit‑out, testing & commissioning, interfaces, and handover. Also, Ensure alignment and full integration with the overall program master schedule and related infrastructure packages.
What You'll Be Doing:
Planning & Scheduling
Develop, maintain, and control a detailed, logic‑linked baseline schedule for the Tunnel System Integration package using approved planning tools (e.g., Primavera P6).
Structure the Work Breakdown Structure , Cost Breakdown Structure , and coding systems to support integrated reporting at package and program level.
Define and validate construction, installation, integration, and commissioning sequences, including access, interfaces, and constraints with adjacent works.
Establish and manage planning assumptions, calendars, production rates, and resource loading aligned with contract and program requirements.
Coordinate and integrate schedules from contractors, consultants, and vendors into a consolidated package schedule and reconcile them with the program master schedule.
Progress Measurement & Reporting
Develop and implement a robust progress measurement system, including earned value metrics and key performance indicators for time and productivity.
Monitor actual progress against the baseline; identify variances, trends, and early warning indicators, and recommend corrective and recovery actions.
Prepare regular planning reports (weekly, monthly, and ad hoc) including:
Progress curves and S‑curves
Critical path and near‑critical path analysis
Milestone tracking
2‑week and 4‑week look‑ahead programmes
Support the preparation and presentation of planning information for executive steering committees, client progress meetings, and internal governance reviews.
Interface & Integration Management
Lead time‑related coordination for all interfaces affecting tunnel system integration, including:
Civil and structural works
Utilities and infrastructure diversions
Trackworks, road, and streetscape interfaces (if applicable)
MEP systems, life safety, and control systems
Architectural finishes and public realm
Chair and/or support coordination meetings focused on programme interfaces, constraints, and access sequencing.
Ensure tunnel system integration schedules are fully aligned with:
Overall Diriyah Infrastructure Master Schedule
Adjacent packages and enabling works
External stakeholders (authorities, utility providers, third parties).
Claims, Change & Risk Management
Assess schedule impact of variations, design changes, late information, and site constraints; provide quantified time‑impact analyses to support commercial and contractual positions.
Collaborate with contracts and commercial teams to evaluate extension of time claims and support negotiation and resolution.
Maintain and regularly update schedule risk registers; perform schedule risk analysis using tools such as Monte Carlo simulations where required.
Propose and evaluate mitigation and acceleration strategies, including resequencing, resource optimization, and shift or access changes.
Governance, Standards & Continuous Improvement
Ensure all planning activities comply with client, program management, and Diriyah standards, procedures, and reporting requirements.
Establish and maintain planning procedures, templates, and guidelines specific to tunnel system integration.
Mentor, lead, and develop planning team members, providing guidance on best practice in major infrastructure and tunnel systems delivery.
Drive continuous improvement in planning methodologies, data quality, and digital tools (e.g., 4D planning, BIM integration for construction sequencing).
Key Deliverables
Approved baseline schedule and subsequent schedule revisions for the Tunnel System Integration package.
Integrated and coordinated schedule that reflects all relevant interfaces and constraints.
Regular progress and performance reports, including:
Progress curves and S‑curves
Critical path and float analysis
Look‑ahead schedules
Risk‑adjusted schedule scenarios
Time‑impact analyses for change events and claims.
Inputs to program‑wide schedule risk analysis and mitigation plans.
What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering, Mechanical/Electrical Engineering, Construction Management, or a related discipline.
Minimum of 10 years of relevant planning and scheduling experience in major infrastructure or transportation projects with at least 5 years in a senior planning role on large, complex, multi‑disciplinary programs.
Demonstrable experience in tunnel projects and/or system integration packages, such as:
Road or rail tunnels
Utility tunnels or underground infrastructure
Complex MEP, life safety, and control systems integration
Effective communication and presentation skills, capable of engaging with senior client representatives and project leadership.
Excellent analytical and problem‑solving skills, with the ability to translate complex technical and construction issues into clear scheduling strategies.
Strong capability in schedule development, resource loading, cost loading, and earned value analysis.
Experience with planning interfaces to BIM/4D tools and common data environments is beneficial.
High level of competency in MS Excel, Power BI or similar tools for data analytics and dashboard reporting.
Solid understanding of construction methodologies for tunnels, MEP systems, fire and life safety systems, and control/SCADA integration.
Familiarity with international forms of contract (e.g., FIDIC) and their time‑related provisions.
What Desired Skills You'll Bring:
Postgraduate qualification in Project Management or equivalent is preferred.
Advanced proficiency in Primavera P6; experience with enterprise environments is preferred.
Professional certifications such as, or equivalent are advantageous.
High level of integrity, attention to detail, and commitment to meeting deadlines.
Ability to travel as required for coordination meetings and workshops.
Commitment to safety, sustainability, and the overall vision of the Diriyah Gate Development.
Willingness to be based full‑time in Riyadh and to attend site regularly.
