Job Description:
Lead the end-to-end procurement strategy and execution for regional transport links (e.g. inter-city rail, highways, bus corridors, logistics corridors and associated infrastructure). The role is responsible for developing robust procurement plans, managing high-value tenders and contracts, and ensuring optimal value, transparency, and compliance across major transport programs.
Key Responsibilities
1. Procurement Strategy & Planning
- Develop and implement procurement strategies for regional transport links, aligned with program objectives, funding mechanisms, and risk profile.
- Define category strategies for key packages, including:
- Civil works and structures
- Rail / road systems and equipment
- Transport-related buildings, depots, and hubs
- Professional services and multidisciplinary consultancy
- Establish procurement schedules, milestones, and resource plans for multiple concurrent projects.
2. End-to-End Tender Management
- Lead market engagement, prequalification, and bidder shortlisting for large, complex transport contracts.
- Oversee preparation of tender documents, including:
- Instructions to tenderers
- Scope of work and technical requirements
- Commercial conditions and pricing schedules
- Manage the full tendering process: clarifications, addenda, evaluation, negotiations, and recommendation for award.
- Ensure tender processes are fair, transparent, and compliant with internal policies and applicable regulations.
3. Contracting & Commercial Models
- Recommend appropriate contracting strategies (e.g. EPC, D&B, DBFM, PPP, framework agreements) tailored to regional transport projects.
- Collaborate with legal, finance, and technical teams to develop balanced, robust contract terms that allocate risk effectively.
- Lead commercial negotiations to secure best value outcomes while safeguarding client interests.
4. Supplier & Market Management
- Develop and maintain a qualified supplier base for regional transport infrastructure, including international and local contractors, designers, and systems suppliers.
- Monitor market conditions, capacity, and pricing trends to inform procurement timing and strategy.
- Drive supplier performance, including KPIs, relationship management, and continuous improvement initiatives.
5. Governance, Compliance & Risk Management
- Implement procurement governance frameworks, policies, and procedures for all regional link projects.
- Ensure full compliance with relevant public procurement laws, funding agency requirements, and internal audit standards.
- Identify, assess, and manage procurement and commercial risks, integrating with program-wide risk registers.
- Prepare and deliver robust procurement reports and recommendations to executive committees and steering boards.
6. Integration with Project Delivery
- Work closely with project directors, engineers, planners, and cost managers to align procurement with design development, construction sequencing, and budgets.
- Support change management processes, including procurement-related variations, claims, and contract amendments.
- Ensure procurement timelines support overall project delivery and key operational readiness dates.
7. Stakeholder Engagement
- Act as the principal procurement interface for government entities, regulators, partners, and funding agencies on regional transport links.
- Present procurement strategies, tender outcomes, and contract recommendations to senior stakeholders.
- Support stakeholder consultations and approvals, ensuring alignment with national or regional transport strategies.
8. Leadership & Team Development
- Lead, mentor, and develop a team of procurement specialists, category managers, and support staff.
- Build capability in strategic sourcing, complex evaluation, and negotiation for major transport programs.
- Promote best practices, knowledge sharing, and continuous improvement in procurement processes and tools.
Qualifications & Experience
Essential
- Bachelor’s degree in Engineering, Quantity Surveying, Supply Chain Management, Business, or related discipline.
- Minimum 15 years’ experience in procurement within the transport or infrastructure sector.
- Proven track record leading procurement for large-scale transport projects, such as:
- Inter-city or regional rail
- Highways and expressways
- BRT / bus networks or regional bus corridors
- Freight and logistics corridors or multimodal links
- Extensive experience in end-to-end tendering, evaluation, and contract award for high-value, complex packages.
- Strong understanding of construction, rail/road systems, interfaces, and typical risk profiles in transport projects.
Desirable
- Master’s degree in a relevant field (e.g. Project Management, Infrastructure Management, Supply Chain).
- Professional certification (e.g. CIPS, ISM, RICS or similar).
- Experience with $PPP$ / concession models and working with IFIs or public sector clients.
- Regional experience in [e.g. GCC / Middle East / Europe / Asia] and familiarity with local procurement regulations and market.

- Excellent knowledge of procurement methodologies, contract forms, and international best practices.
- Ability to manage multiple complex procurements in parallel within tight deadlines.

- Strong analytical, reporting, and decision-making skills.
