Job Description:

Parsons are in search of an exceptionally talented Senior Manager – District Integration to join their team!

As a Senior Manager - District Integration you will solve the critical physical and functional puzzles where a state-of-the-art, Grade of Automation 4 (GoA4) driverless rail system meets a massive, master-planned urban development. Operating client-side, your job is to ensure that stations, viaducts, tunnels, and auxiliary infrastructure (such as traction substations and ventilation shafts) blend seamlessly into the surrounding developer districts without compromising the rail system’s performance or masterplan aspirations.

This is a highly collaborative, technical coordination role. You will sit at the center of a fast-paced, developer-led environment, managing infrastructure configurations, driving spaceproofing, and hunting down multi-disciplinary clashes. Your mission is to protect the integrity of the rail asset while ensuring that Fire Life Safety (FLS), Operations & Maintenance (O&M), and a world-class customer experience are baked into every interface.

What You'll Be Doing;

  • Cross-Asset Alignment: Drive the spatial integration and layout configuration of all fixed rail infrastructure—including tunnels, elevated viaducts, stations, and auxiliary structures—ensuring they fit perfectly within tightly constrained developer districts.
  • Spaceproofing & Rights-of-Way: Define, manage, and protect the physical boundaries, structural zones, and maintenance easements of the rail network from encroaching real estate developments.
  • Auxiliary System Placement: Coordinate the location and design of critical wayside infrastructure (ventilation shafts, escape stairs, traction power substations) to minimize urban impact while maximizing utility.
  • BIM & Model Governance: Lead the coordination of federated 3D/BIM models across civil works, MEP, rail systems, and external developer assets to aggressively catch spatial conflicts early.
  • Clash Resolution: Act as the lead mediator and technical problem solver when rail components clash with developer buildings, deep utilities, roads, or landscaping. Drive rapid, practical design compromises that protect rail operations.
  • Interface Documentation: Establish and maintain comprehensive Interface Control Documents (ICDs) and boundary matrices to clearly delineate ownership, access, and construction sequencing.
  • Fire Life Safety (FLS): Ensure that integrated district designs maintain uncompromised emergency egress routes, smoke management paths, and rapid intervention points for civil defense, especially where stations or tunnels interface with private property.
  • Operations & Maintenance (O&M): Guarantee that rail maintenance teams, heavy machinery, and replacement components have permanent, practical, and safe 24/7 access to rail assets through developer-controlled land.
  • Customer Experience (CX): Seamlessly bridge the journey between the developer’s public realm and the rail transit environment, ensuring intuitive wayfinding, step-free accessibility, and a premium passenger journey.

What Required Skills You'll Bring;

  • Experience: Minimum 15 years of experience in large-scale rail, transit, or complex urban infrastructure projects, with a strong background in multi-disciplinary interface management.
  • Technical Expertise: Exceptional understanding of rail alignment constraints, structural clearances, and spatial requirements for GoA4 systems (including tunnels, viaducts, and stations). Deep familiarity with BIM coordination workflows and modern design software is mandatory.
  • Developer-Led Savvy: Proven experience navigating the competing priorities of a developer-led environment or mega-project, where real estate ambitions must be balanced against rigid transit requirements.
  • Critical Thinking: Strong knowledge of international Fire Life Safety codes (e.g., NFPA 130) and the practical realities of rail Operations & Maintenance.
  • Education: Bachelor’s degree in Civil Engineering, Structural Engineering, Architecture, or a closely related technical discipline.
  • Communication & Influence: Exceptional interpersonal skills. You must be able to negotiate firmly with developers to protect the rail asset while maintaining highly collaborative, positive working relationships.
