Job Description:

Parsons is looking for a talented Senior Project Manager, Airport Infrastructure to join our team! In this role you will get to work on complex airport projects in Texas.

This Project Manager will be aligned to a specific area within the capital improvement program in support of the planning, execution, and closeout of projects. Areas may include facilities, roads, airfield runways and taxiways, information technology systems, upgrades to structures, and other types of projects on an airport. 

The PM will work with the Program Director and the client by providing construction management support and expertise. In addition, the PM works with the project team - which includes staff, third-party client firms, designers, etc. – to resolve issues, plan client-controlled activities, and ensure the quality of construction management, inclusive of issues resolution and client interface. The PM also coordinates the support activities like safety, quality assurance, field inspection, testing, and project engineering to facilitate quality execution.

What You'll Be Doing:

• Works with the Program Director to plan the delivery of projects and to provide subject matter expert guidance regarding construction delivery
• Provides quality oversight of project staff for the different construction delivery methods.
• Coordinates safety and quality assurance staffing on projects to ensure coverage, as required; assist in the resolution of safety and quality concerns.
• Facilitates the assignment / staffing of projects to provide project management services in compliance with an approved task order(s).
• Assist in the development of PM project task orders based on Project Information Package (PIP) budget and level of required service.
• Reviews weekly reports for concerns affecting scope, schedule, quality, budget, and risk management; facilitates solutions.
• Reviews, field inspector daily reports, as needed, to better understand quality issues, schedule, issues, or contract / design compliance concerns.
• Supports the review and approval of contractor progress payments.
• Monitors and supervises field coordination and inspection through resident engineers and/or assistant resident engineers.
• Assists project team in facilitating the construction change management process in a timely manner.
• Reviews all construction documents against design development documents for scope, schedule, and budget conformance.
• With the assistance of the support staff, review all construction documents as issued by consultants for constructability, omissions, clarifications required, and for coordination between design disciplines. Recommend changes as required.
• Assists project team in the review of Owner Authorization Forms from the contractor for subcontractor bids for trade work.
• Expedites resolution of construction concerns, tracks to conclusion.
• Monitors and manages all field directives.
• Ensure that client contract requirements are properly executed and maintained.
• Develops and oversees third-party Quality Assurance Program for surveying, material testing, pavement, etc. for each assigned contract in concert with the Quality Assurance manager.
• Participates in schedule updates as needed for all projects, especially for projects trending behind schedule milestones.
• Works with the resident engineers and/or assistant resident engineers in acquiring contractors’ lay down areas, office locations, and equipment placements.
• Coordinates construction interface with local utilities through the client’s Utility / Agency Coordinator.
• Works with resident engineers and/or assistant resident engineers to complete the contract close-out process and client’s acceptance of the project.
• Participates in ongoing reviews of PM progress towards procedure compliance and software usage.
• Trains, evaluates, and encourages staff to perform at their highest level. 

What Required Skills You'll Bring:

• Bachelor’s degree - preferably in Architecture, Engineering, or Construction Management. Master’s degree in Construction Management or Project Management desired.
• A minimum of ten (10) years of management experience in construction and administration of complex airport infrastructure projects. 

What Additional Skills You'll Bring:

• Effective oral and written skills for client presentations, technical reporting, and internal / external correspondence; Ability to effectively present information to key stakeholders as required by the client.

• Understanding of different construction delivery methods (e.g., the construction management at risk, design-build, progressive design-build, and on-call contracting) as well as the functions and nuance of each in terms of construction management oversight for airport projects.
• Understanding of budget development and cost accounting
• Ability to manage and encourage a team of construction management professionals
• Ability to interface with all levels with project team, client, and others
• Knowledge of construction contract negotiation and administration
• Ability to read, analyze and interpret complex documents
• Ability to respond effectively to the most sensitive inquiries or complaints
• Ability to apply principles of logical or scientific thinking to a wide range of support function problems
• Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture

Salary Range: $125,100.00 - $225,200.00
