Job Description:
Are you an experienced Construction Inspector and/or Contract Administrator who’s worked on high complexity MTO or municipal highway, road, and bridge projects? Parsons is currently seeking a Senior Construction Inspector / Construction Contract Administrator to work on large scale Infrastructure at various locations across the National Capital Region. Projects include bridge remediation, highway and road-widening, pavement rehabilitation, and the development of underground infrastructure.
In this combined role, the successful candidate will conduct daily inspections to determine contract adherence and conformance with contract specifications and will assist with administration of the construction contract on behalf of the owner/client, typically for a government agency/municipality. She/he will be responsible for bridge and road inspection on existing projects and for ensuring the construction is done in accordance with the contract documents and specifications.
Key Responsibilities
- Ensure compliance with applicable health, safety, and environmental regulations.
- Conduct inspections in accordance with applicable requirements (e.g., MTO’s Construction Administration and Inspection Specifications, City of Ottawa specifications and guidelines) and verify that the construction is done in accordance with the contract documents and specifications.
- Accurately monitor and document construction activities, progress, issues, and delays to provide updates to the client/owner through detailed daily diaries and photographs.
- Prepare weekly construction meeting agendas and record clear, concise minutes, ensuring all relevant topics, issues, actions, responsibilities, and due dates are captured and distributed.
- Proactively identify construction issues, schedule impacts, and risks to cost, quality, and safety, and escalate or recommend mitigation measures as appropriate; provide input in resolving issues through the RFI, Site Instruction and Change Order processes.
- Assist with coordination of onsite sub-consultants and quality assurance material testing; oversee the Quality Assurance program and administer Non-Conformances to the work.
- Maintain field measurements, quantity calculations, and other documentation as required by the construction contract; report installed quantities to verify applications for monthly payment and change order work.
- Support the administration of the construction contract on behalf of the owner/client, typically for a government agency/municipality, including progress payment and claims resolution.
- Supervise junior inspection staff working on the project.
- Perform other responsibilities associated with this position as may be appropriate.
- Degree or Diploma in Construction Management or Civil Engineing, and/or combination of related experience.
- PEO registered or OACETT registered Road Construction Senior Inspector (rcsi) and/or PEO or OACETT registration in good standing.
- 10+ years of experience in construction inspection with MTO or municipal transportation projects and/or in construction administration (combined experience in inspection and contract administration on transportation projects is preferred).
Knowledge, Skills, and Abilities
- Knowledge of the requirements of MTO’s Construction Administration and Inspection Specifications (CAIS).
- Knowledge of Contract Administration requirements.
- Knowledge of applicable design standards, OPS specifications, City of Ottawa Specifications, standard drawings, and quality control / quality assurance material testing methods.
- Knowledge of the application of transportation construction practices and methods including the applicable quality assurance procedures.
- Proven analytical, communication, and negotiation skills.
- Effective organizational and interpersonal skills.
- Ability to prepare memos and technical reports.
- Ability to utilize computer software such as MS Word and Excel, including experience with specific software, platforms, and templates and with material payment calculation methods and document control.
- Must provide own transportation to and from job site.
- Valid Class “G” driver’s license.
- Proven success in managing large municipal and transportation engineering projects.
- Proven success in managing a team of inspectors, engineers and technologists.
The successful candidate will have the ability to effectively balance detailed field inspection with proactive contract administration, while managing multiple priorities and deadlines in a fast-paced construction environment. They will demonstrate strong communication, leadership, and problem-solving skills, with a proven ability to collaborate with owners, contractors, and project teams to successfully deliver complex transportation and municipal infrastructure projects.
