Job Description:
Parsons is looking for an amazingly talented Senior HSE Coordinator to join our team!
The Senior HSE Coordinator will support the implementation, coordination, and monitoring of the project’s Health, Safety & Environmental (HSE) management system across construction and project activities.
The role will coordinate with Construction, Engineering, Logistics, Quality, Planning, Contractors, Consultants, and Airport Operations to ensure that project activities are executed safely and in compliance with project HSE requirements, applicable Saudi regulations, client standards, and international best practices.
What You'll Be Doing:
- Coordinate day-to-day HSE activities across assigned project areas and work packages.
- Support implementation and continuous improvement of the Project HSE Management Plan.
- Coordinate HSE requirements across contractors, subcontractors, consultants, and project teams.
- Conduct regular site inspections, safety walks, and HSE compliance audits.
- Monitor construction activities to ensure compliance with approved Risk Assessments, Method Statements, and HSE procedures.
- Review and provide HSE input to RAMS, Method Statements, ITPs, permits, and work procedures.
- Identify unsafe conditions, unsafe acts, hazards, and potential environmental impacts.
- Ensure appropriate corrective and preventive actions are implemented and tracked to closure.
- Monitor compliance with Permit to Work (PTW) requirements.
- Coordinate control of high-risk activities including:
- Work at Height
- Lifting Operations
- Excavation & Trenching
- Confined Space Entry
- Hot Work
- Electrical Works
- Temporary Works
- Heavy Equipment Operations
- Traffic & Vehicle Movements
- Demolition, where applicable.
- Support implementation of Construction HSE Plans and Safe Systems of Work.
- Coordinate daily and weekly HSE briefings, toolbox talks, and safety awareness activities.
- Participate in contractor HSE meetings and coordination sessions.
- Monitor contractor HSE performance and provide recommendations for improvement.
- Review contractor HSE plans, procedures, risk assessments, and competency documentation.
- Monitor HSE KPIs, leading indicators, and lagging indicators.
- Prepare and consolidate daily, weekly, and monthly HSE reports.
- Track safety observations, inspections, audits, incidents, near misses, and corrective actions.
- Support investigation of incidents, near misses, unsafe acts, and unsafe conditions.
- Participate in root cause analysis and development of corrective/preventive actions.
- Monitor closure of incident investigation actions and HSE observations.
- Coordinate emergency preparedness and response activities.
- Support emergency drills, exercises, and evacuation arrangements.
- Verify emergency access routes, muster points, fire protection equipment, and emergency arrangements.
- Coordinate with Airport Operations and Security regarding HSE requirements within airside, landside, restricted, and operational areas, where applicable.
- Ensure compliance with airport-specific safety and access requirements.
- Monitor construction traffic and logistics activities from an HSE perspective.
- Coordinate with Logistics and Traffic teams to ensure safe vehicle and pedestrian movements.
- Monitor lifting operations and ensure compliance with approved lifting plans and procedures.
- Support inspection of cranes, lifting equipment, scaffolding, access equipment, and other safety-critical equipment.
- Monitor environmental requirements including waste management, dust control, noise, spill prevention, and pollution control.
- Support implementation of the project Environmental Management Plan.
- Monitor appropriate storage and handling of hazardous materials and chemicals.
- Coordinate environmental inspections and corrective actions.
- Support HSE audits conducted by the Client, Consultant, authorities, or third parties.
- Track audit findings and ensure timely closure of corrective actions.
- Support preparation for regulatory and client inspections.
- Maintain accurate HSE records, registers, permits, inspection reports, and supporting documentation.
- Monitor workforce competency, training, and required HSE certifications.
- Coordinate HSE induction programs for employees, contractors, and visitors.
- Support implementation of behavioral safety and safety awareness initiatives.
- Identify HSE trends and provide recommendations to improve project performance.
- Participate in HSE risk workshops and provide input into project risk registers.
- Coordinate with Quality teams where HSE and quality requirements overlap.
- Support project planning by identifying HSE constraints that may affect construction activities or milestones.
- Escalate significant HSE risks and non-compliances to the HSE Manager and Project Management.
- Mentor and guide HSE Coordinators and junior HSE personnel.
- Promote a strong safety culture and proactive HSE behavior across the project.
- Support project closeout and ensure HSE records and documentation are properly completed and archived.
What Required Skills You'll Bring:
- Bachelor’s degree or diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- 5+ years of relevant HSE experience in construction, infrastructure, aviation, or major development projects.
- Proven experience working on major airport, infrastructure, transportation, or large-scale construction projects.
- Strong knowledge of construction HSE requirements and risk management.
- Experience coordinating HSE activities across multiple contractors and work packages.
- Strong understanding of Saudi HSE regulations and client-specific requirements.
- Airport / airside HSE experience is highly preferred.
- NEBOSH IGC – preferred.
- IOSH Managing Safely – advantageous.
- OSHA certification/training – advantageous.
- ISO 45001 Internal Auditor / Lead Auditor – preferred.
- ISO 14001 awareness/certification is an advantage.
- First Aid / CPR certification is preferred.
- Fire Safety / Emergency Response training is an advantage.
- Relevant Airport / Airside Safety training is highly desirable.
