Job Description:
We are seeking an experienced Senior HSE Coordinator to support the implementation, coordination, monitoring, and continual improvement of Health, Safety, and Environmental (HSE) management systems for a major Airport, Infrastructure, and Airfield Development Project. The successful candidate will play a key role in promoting a proactive safety culture, ensuring compliance with project HSE requirements, applicable regulations, and international best practices, while supporting the Delivery Partner in achieving project safety objectives throughout the project lifecycle.
What You'll Be Doing:
Coordinate the implementation of the Project Health, Safety, and Environmental Management System (HSEMS) across all project activities.
Monitor compliance with project HSE policies, procedures, contractual requirements, and applicable regulatory standards.
Support the development and implementation of project-specific HSE plans, procedures, and safe work practices.
Promote a positive safety culture through proactive engagement and continuous improvement initiatives.
Conduct regular site inspections and workplace safety observations to verify compliance with approved HSE requirements.
Monitor contractor performance and ensure corrective actions are implemented for identified deficiencies.
Participate in joint inspections with contractors, consultants, client representatives, and regulatory authorities.
Verify that high-risk activities are performed in accordance with approved risk assessments and permit-to-work systems.
Support the preparation and review of risk assessments, Job Hazard Analyses (JHA), Job Safety Analyses (JSA), and Method Statements.
Identify project hazards and recommend practical mitigation measures.
Monitor implementation of risk control measures throughout construction activities.
Support safety-in-design and constructability review initiatives.
Participate in the reporting, investigation, and analysis of incidents, near misses, and unsafe conditions.
Support root cause analysis and development of corrective and preventive actions.
Monitor closure of HSE observations and action items.
Maintain accurate incident records and reporting logs.
Coordinate HSE induction programs for project personnel and visitors.
Organize toolbox talks, safety campaigns, awareness sessions, and emergency preparedness exercises.
Monitor HSE competency requirements and training records.
Promote continuous learning and workforce engagement in safety initiatives.
Coordinate with client representatives, contractors, consultants, airport authorities, and regulatory agencies on HSE matters.
Participate in HSE meetings, coordination workshops, and project reviews.
Support communication of HSE expectations across multidisciplinary teams.
Assist in resolving HSE-related issues affecting project delivery.
Maintain project HSE documentation, inspection records, permits, audits, and compliance reports.
Prepare weekly and monthly HSE performance reports and KPI dashboards.
Monitor contractor HSE documentation for compliance with project requirements.
Support document control and maintenance of HSE records.
Participate in internal and external HSE audits and inspections.
Monitor implementation of corrective actions arising from audits.
Support continual improvement of HSE management systems.
Share lessons learned and best practices across the project.
Promote compliance with airport operational safety requirements and environmental regulations.
Support emergency response planning and business continuity initiatives.
Encourage proactive reporting of hazards and safety observations.
Contribute to achieving project HSE objectives and Zero Harm targets.
What Required Skills You'll Bring:
Bachelor's Degree in Occupational Health & Safety, Environmental Engineering, Engineering, or a related discipline.
NEBOSH International General Certificate (IGC) or equivalent HSE certification is required.
Minimum 5 years of experience in Health, Safety, and Environmental coordination on major construction or infrastructure projects.
Experience supporting airport, transportation, infrastructure, or large-scale civil engineering projects is preferred.
Experience working with contractors, consultants, and multidisciplinary project teams.
Knowledge of construction safety regulations, HSE management systems, and industry best practices.
Strong understanding of ISO 45001 Occupational Health & Safety Management Systems and ISO 14001 Environmental Management Systems.
Knowledge of airport construction safety requirements and infrastructure project risks.
Experience conducting HSE inspections, audits, and incident investigations.
Familiarity with Permit-to-Work systems, risk assessments, and emergency preparedness.
Strong communication, leadership, and stakeholder coordination skills.
Excellent report writing, analytical, and problem-solving capabilities.
Ability to manage multiple priorities in a fast-paced project environment.
What Desired Skills You'll Bring:
NEBOSH Diploma, CSP, GradIOSH, CMIOSH, or equivalent professional HSE certification.
Experience working on international airport development or major infrastructure programs.
Knowledge of ICAO, OSHA, ISO 45001, ISO 14001, and local regulatory requirements.
Experience working under FIDIC or similar international contract frameworks.
Familiarity with HSE digital reporting systems and safety performance dashboards.
Experience supporting Delivery Partner, PMC, or Engineer roles on complex construction projects.
Strong stakeholder engagement and regulatory authority coordination experience.
