Job Description:

Parsons is looking for an amazingly talented Senior Cost Manager to join our team! In this role you will get to contribute to a large-scale development portfolio delivering multiple asset types for an esteemed client on the Program Management team.

What You'll Be Doing:

• Participates in project planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in project administration, etc.)
• Responsible for evaluating, interpreting, advising all commercial/ cost aspects in a program portfolio comprising of multiple real estate assets
• Ensure the contract variation and change control process is maintained. 
• Responsible for the review, and assessment of the change control process.
• Determine , quantify and assess the merit of all contract variations submitted by stakeholders.
• Responsible for preparing, negotiating contract variations and make recommendations.
• Provides technical guidance to assigned personnel, and ensures proficiency and timeliness of contract administration. 
• Provide support on all financial and contractual matters throughout the course of the work in the projects/programmes.
• Negotiates the more difficult, complex or sin
• Finalize the monthly payment certificates.
• Make sure that all cost and quantity records are streamlined and kept in order.
• Advise and hands on with measurement procedures and calculation of interim and final quantities.
• Evaluate the unit rates for new work items.
• Establish the way of recording the details and monitor the day works recording and process;
• Lead in the preparation of variation orders.
• Lead in the evaluation of claims.
• Advice on contractual matters related to financial issues.
• Ensure completeness and validity of all contractual requirements.
• Prepare financial statements for monthly report.
• Audit payments.
• Ensure prompt submittal and completeness of valuations.
• Check and record measurements of completed work.
• Monitor contracts final cost estimates.
• Maintain expenditure records.
• Coordinate and monitor activities of his team.
• Prepare Final Account with all supporting documentation.

What Required Skills You'll Bring:

• Bachelor of Science degree in Quantity Surveying/Commercial Management from an accredited internationally recognized university
• Chartership by a recognized international body such as Chartered Institute of Building (CIOB) and Royal Institution of Chartered Surveyors (RICS) an advantage.
• 22 years experience in dealing with major projects delivery of which 10 years in commercial/cost management.
• Experience in budgeting and cost planning for major projects with particular emphasis on the utilization of computer programmes for the planning and tracking of similar projects is a requirement.
• Experience of preparing Bills of Quantities cost estimates, and the managements of claims required. Computer literacy and excellent communication skills are essential.
• Experience preparing portfolio cost plans on multiple projects in line with the owners requirements
• 2-3 Years of Experience in the MENA Region
