Job Description:
Parsons is looking for an amazingly talented Senior Cost Engineer to join our team! In this role you will get to play an integral role in managing cost performance, reporting accuracy, and financial compliance throughout the life cycle of a large infrastructure project. This position requires technical expertise, financial insight, and collaboration across various teams to ensure that the project is delivered within budget and meets performance expectations.
What You'll Be Doing;
Prepare and review detailed project cost estimates at various design and execution stages.
Assist in the development of baseline budgets and cost plans in alignment with project scope and procurement strategy.
Support risk-adjusted estimating and scenario planning.
Track project expenditures against approved budgets, highlighting any variances.
Update cost forecasts based on actual performance and revised project assumptions.
Assist in maintaining accurate cost breakdown structures and control accounts.
Review change orders and assess their cost implications.
Maintain the change register and update budgets as variations are approved.
Coordinate with engineering and contract teams to ensure proper documentation of changes.
Produce monthly cost reports showing actual vs. forecasted expenditures, commitments, and cash flow.
Prepare cost-to-complete (CTC) and estimate-at-completion (EAC) analyses.
Support project reviews by providing reliable financial data and narratives.
Support implementation of Earned Value Management (EVM) systems and monitor performance indicators.
Compare physical progress with planned values and assess schedule-cost relationships.
Identify trends and recommend corrective actions where necessary.
Provide cost input into procurement strategies and tender evaluations.
Assist with validating unit rates and cost data from contractors and suppliers.
Support the development of payment schedules, BOQs, and contract pricing frameworks.
Assist with benchmarking costs against industry norms and project historical data.
Participate in value engineering workshops and recommend cost-effective alternatives.
Support initiatives for continuous cost improvement and efficiency.
What Required Skills You'll Bring;
Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
10 years of experience in cost engineering, quantity surveying, or project controls on infrastructure or construction projects.
Solid track record in cost monitoring, forecasting, and financial reporting.
Familiarity with working in multidisciplinary project environments and under fast-paced delivery programs.
Proficient in cost control systems and tools (e.g., Primavera P6, Excel, Ares Prism, SAP).
Understanding of project cost structures, cash flow modeling, and budgeting principles.
Strong analytical and problem-solving skills.
Good communication and stakeholder coordination skills.
Ability to interpret drawings, specifications, and contract documents.
Certification such as CCP (Certified Cost Professional), MRICS, or equivalent.
Experience with infrastructure megaprojects (rail, roads, ports, or energy).
Working knowledge of FIDIC or NEC contract forms.
Exposure to Earned Value Management and performance tracking tools.
Familiarity with digital cost management solutions or BIM-based cost estimation.
