Job Description:
Parsons is looking for an amazingly talented Senior Contract Administrator (Arabic Speaker) to join our team! In this role you will be responsible for the administration and management of assigned construction contracts throughout the contract lifecycle, including pre-award support, post-award contract administration, contract compliance, contractual correspondence, changes, extensions of time, claims, certifications, contractor performance, and contract closeout.
What You'll Be Doing:
- Administer assigned construction contracts in accordance with the Contract, approved procedures, policies, specifications, and applicable laws and regulations.
- Monitor contractual obligations, milestones, notices, deliverables, key contractual dates, and other requirements throughout the contract lifecycle.
- Review, prepare, and/or coordinate contractual correspondence, notices, letters, instructions, and other contract administration documents.
- Provide contractual advice and recommendations to Project Managers, construction teams, and management regarding contractual rights, obligations, risks, and available contractual actions.
- Review and process Contract Change Orders/Modifications in accordance with applicable procedures, including review of scope changes, quantities, rates, cost implications, supporting documentation, and time impacts.
- Coordinate with Engineering, Finance, Planning, Legal, Procurement, and other stakeholders in the review and processing of contractual changes and related submissions.
- Review and administer Extension of Time requests and related contractual submissions, including coordination with Project Management regarding delay analysis, critical path, and time impacts.
- Review contractor claims and contractual submissions, assess contractual entitlement based on the Contract and available supporting records, and provide recommendations for management consideration.
- Support the administration and resolution of contractual disputes and potential claims, including preparation and maintenance of relevant contractual records and documentation.
- Administer contractual procedures related to Final Acceptance and other contractual certificates, and final contractual obligations, outstanding claims, warranties, guarantees, final account matters, and completion of required contract records.
- Coordinate with Project Management, Engineering, contractors, and other stakeholders to ensure contractual requirements for acceptance and completion are satisfied.
- Monitor contractor compliance with contractual obligations and support contractor performance evaluation and related contractual actions.
- Identify and communicate contractual risks, non-compliance, potential exposure, and outstanding contractual obligations to the appropriate management level.
- Maintain accurate and complete contract administration records, registers, correspondence, approvals,change history, claims, certifications, and other contractual documentation.
- Prepare and/or assist in preparing contractual reports, management summaries, presentations, and recommendations relating to assigned contracts.
- Participate in the selection, training, development, and evaluation of personnel, where assigned.
- Perform other job-related duties as assigned.
What Required Skills You'll Bring:
- Bachelor's degree in Engineering, Construction Management, Quantity Surveying, Law, or another related discipline.
- Minimum of eight (8) years of relevant experience in construction contract administration, including administration of large-value infrastructure, building, or other major construction contracts.
- Relevant experience should include construction contract administration, contractual correspondence,Contract Change Orders/Modifications, Extensions of Time, claims, certifications, contractor performance,contract interpretation, and contract closeout.
- Must be fluent in Arabic and English, including writing, reading, and speaking, with the ability to effectively communicate contractual matters.
- Must have strong contractual writing, analytical, communication, negotiation, and problem-solving skills, with a high level of attention to detail and accuracy.
- Must be computer literate and proficient in Microsoft Office applications, including MS Word, MS Excel, andMS PowerPoint, as well as relevant contract administration, document management, and analytical systems.
What Desired Skills You'll Bring:
- Experience with public-sector or government construction contracts and applicable procurement laws, regulations, policies, and procedures is preferred.
- Experience in tendering, bid evaluation, contract formation, and negotiation is desirable.
