Job Description:

Parsons is looking for an amazingly talented Senior Commercial Manager – Tunnel Fit Out Package to join our team!. In this role, you will lead the commercial and contractual management of a complex Tunnel Fit Out Package on the landmark Diriyah Project in KSA. You will provide expert commercial leadership across tunnel fit out activities, including MEP systems, tunnel cladding, fire & life safety, lighting, ventilation, walkways, and associated infrastructure, ensuring compliance with diriyah procedures, and KSA regulations

What You’ll Be Doing

• Lead all commercial and contractual activities for the tunnel fit out package within the Diriyah Project, in line with Parsons’ procedures and project commercial strategy.

• Prepare and manage package budgets package budgets, cash flow forecasts cash flow forecasts, and CVRs CVRs; monitor actual costs actual costs against budget and implement corrective actions where required.

• Oversee valuations, applications for payment, certifications, and final account settlements in accordance with contract conditions and KSA practice.

• Administer main contracts and subcontracts (typically FIDICFIDIC-style or client bespoke forms): drafting, reviewing, and negotiating subcontracts and supply agreements for tunnel fit out scope.

• Manage variations, claims, and extension of time extension of time submissions, including preparation of robust cost and time impact time impact analyses.

• Establish and maintain change control processes aligned with Diriyah and Parsons governance; identify, price, and secure approval for variations and compensation events.

• Maintain commercial risk and opportunity registers commercial risk and opportunity registers, working with engineering, planning, and construction teams to mitigate risks and optimise value.

• Develop and implement procurement strategies for local and international supply chains; manage tender processes from prequalification through bid evaluation to award recommendation.

• Ensure compliance with KSA regulations, Saudization requirements, Parsons policies, and project-specific procedures.

• Act as the key commercial interface with DGDA, PMO/consultants, contractors, and JV/consortium partners; represent Parsons in commercial and progress meetings.

• Prepare and present monthly commercial reports, including CVRs CVRs, earned value earned value, cost–time projections cost–time projections, and cash flow cash flow, to Parsons and client leadership.

• Lead, manage, and mentor a team of quantity surveyors and commercial professionals, embedding Parsons’ values and standards of excellence.

What Required Skills You’ll Bring

• Degree in Quantity Surveying, Commercial Management, Construction Management, Civil Engineering, or related discipline.

• Typically 10+ years10+ years of relevant commercial management experience on major infrastructure or mixed-use development projects, with proven experience in KSA or the wider GCC.

• Demonstrable experience managing tunnel / underground / MEP fit out packages with multiple subcontractors and complex technical interfaces.

• Strong knowledge of FIDICFIDIC and/or large client bespoke contracts commonly used in KSA, including claims preparation and dispute resolution.

• Track record in cost control, forecasting, change management, and risk management on large-scale programmes (preferably multi-billion SAR).

• Proficiency with commercial and financial tools (e.g. Excel, cost management platforms, ERP systems).

• Excellent communication, negotiation, and stakeholder management skills, with the ability to influence senior stakeholders.

What Desired Skills You’ll Bring

• Professional membership such as MRICSMRICS, or equivalent chartered status.

• Experience on giga-projects or major master-planned developments in KSA
