Job Description:
Parsons is looking for an amazingly talented Senior Commercial Manager to join our team! In this role you will get to manage all contract activity for a major project, Interface with client's Commercial Team and the Contractor to advice, present, and report status of the program’s commercial and contract well being.
What You'll Be Doing:
Lead the overall commercial and contracts strategy for the project in alignment with client objectives, budget, and procurement strategy.
Responsible for evaluating, interpreting, advising all commercial aspects of design build contracts in play.
Establish, implement, and maintain commercial management procedures, controls, and reporting frameworks for the project.
Advise the Client’s senior leadership on commercial risks, opportunities, and options across the project lifecycle.
Make recommendations to client for revised procurement strategy and contract phasing to mitigate commercial risks.
Provide commercial leadership and direction to the PMC team (QSs, and cost managers) and coordinate with design, construction, and project controls functions.
Ensure commercial practices comply with the Client’s policies, applicable laws, and contractual obligations.
Take overall responsibility for project commercial and cost control frameworks, including budgets, forecasts, and cost reporting.
Develop and implement change control procedure inline with contract intent.
Validate and maintain the project budget, including construction, design, supervision, utilities, land, risk allowances, and contingency.
Oversee preparation and validation of cost estimates at all stages and for change events.
Peer review, analyze and evaluate existing client contract documents and strategy.
Monitor actual and committed costs against budgets and forecasts; highlight variances and recommend mitigation actions to the Client.
Implement robust cost management systems, ensuring accurate and timely cost data is captured and reported.
Proactively manage commercial risks through contractual mechanisms, early warnings, and negotiation.
Ensure proper notices, records, and time bars are managed in accordance with the contract conditions.
Lead commercial negotiations for variations, claims, and disputes, and support the Client in mediation, adjudication, arbitration, or litigation as required.
Responsible for preparing contract variations on behalf of Parsons International Limited to address changes in level of effort.
Determine , quantify and assess the merit of all contract variations submitted by the contractor. Make recommendations to Executive Steering Committee.
Ensure the contract variation and change control process is maintained.
Provide strategic advice to the Client on settlement options and dispute-avoidance strategies. Establish and implement a formal change management process across all contracts.
Ensure all potential changes are identified early, assessed for cost and time impact, and properly documented.
Oversee preparation and negotiation of variation orders, contract amendments, and associated commercial documentation.
Ensure changes are aligned with the Client’s approval levels and authority matrix and are reflected in updated budgets and cash-flow forecasts.
Maintain a consolidated log of all changes, variations, and their financial/time impacts. Ensure consistent and compliant administration of all contracts throughout the project lifecycle.
Oversee review and certification of interim payment applications from contractors and consultants, ensuring compliance with contract terms, measurements, and progress.
Ensure proper application of contractual provisions relating to securities, bonds, guarantees, insurances, warranties, and retention.
Monitor contractor performance against contractual obligations (including key commercial milestones and deliverables) and issue commercial notices as required.
Assist with arbitration proceedings and requirements.
Ensure all commercial and contractual records are accurately maintained (correspondence, meeting minutes, change registers, claim files, etc.).
What Required Skills You'll Bring:
Bachelor of Science degree in Quantity Surveying/Commercial Management, construction management, engineering, architecture or equivalent from an accredited internationally recognized university.
Minimum Seventeen (17) years experience in dealing with mega projects of which ten (10) years in commercial management of similar infrastructure Projects.
Experience in budgeting and cost planning for major projects with particular emphasis on the utilization of computer programmes for the planning and tracking of similar projects is a requirement.
Experience of preparing Bills of Quantities cost estimates, and the managements of claims required. Computer literacy and excellent communication skills are essential.
Familiarity with local regulations, industry standards, and best practices.
Proficiency in project management software and financial tools.
Exceptional communication in English is required.
What Desired Skills You'll Bring:
Chartered (QS) by a recognized international body such as Chartered Institute of Building (CIOB) and Royal Institution of Chartered Surveyors (RICS) preferred.
Professional certification (MRICS) is preferred.
Experience in PMCM projects is highly desirable.
Strategic thinking and decision-making capabilities.
Leadership and team management expertise.
Attention to detail and accuracy in financial reporting.
Ability to work under pressure and manage multiple priorities effectively.
