Job Description:

1. Job Purpose

To monitor, audit, and enforce Health, Safety, and Environmental (HSE) compliance on the project on behalf of the Consultant, ensuring that the Contractor implements a safe system of work in accordance with the contract HSE requirements, UAE Federal Law, Dubai Municipality (DM) Code of Construction Safety Practice, RTA HSE specifications, OSHAD-SF (where applicable), and recognized international standards (ISO 45001, ISO 14001, OSHA). The Safety Engineer provides independent HSE oversight, identifies hazards and risks, and reports directly to the Resident Engineer.

2. Key Responsibilities

2.1 HSE Plan Review & Compliance

  • Review and recommend approval of the Contractor's Project HSE Plan, Traffic Management Plan, Emergency Response Plan, Environmental Management Plan, and Waste Management Plan.
  • Verify compliance with the Dubai Municipality Code of Construction Safety Practice, RTA HSE manual, OSHAD-SF, and contract HSE specifications.
  • Review Contractor's Risk Assessments and Method Statements (RAMS) for all high-risk activities and recommend approval to the Resident Engineer.

2.2 Site Inspections & Audits

  • Conduct daily, weekly, and ad-hoc HSE inspections of all work areas, including roadworks, bridges, tunnels, utility trenches, batching plants, and labour accommodation.
  • Carry out planned HSE audits against the approved HSE Plan and applicable standards.
  • Issue HSE Observation Reports, Safety Violation Notices, and Stop-Work Notices through the Resident Engineer where required.
  • Verify close-out of all HSE non-conformances and corrective actions.

2.3 High-Risk Activity Monitoring

  • Monitor high-risk activities: excavation and shoring, working at height, lifting operations, confined space entry, hot works, tunnelling, blasting (if any), traffic diversions, and night works.
  • Verify permit-to-work systems are correctly implemented for excavation, hot work, confined space, working at height, and energized systems.
  • Witness critical lifts, scaffold handovers, and shoring inspections, ensuring third-party certifications are valid.

2.4 Traffic & Public Safety

  • Monitor implementation of approved Traffic Control Plans (TCPs) in accordance with RTA Traffic Control on Roadway Works manual.
  • Inspect signage, barriers, lighting, flagmen positioning, and safe pedestrian routes around active works zones.
  • Coordinate with the RTA and Dubai Police on diversions, road closures, and public safety arrangements.

2.5 Tunnels & Confined Spaces

  • Verify implementation of tunnel safety arrangements: ventilation, gas monitoring, emergency lighting, rescue chambers, communication systems, and escape routes.
  • Confirm confined space entry procedures, atmospheric testing, and rescue plans are in place and followed.
  • Witness emergency drills for tunnel evacuation, fire response, and casualty rescue.

2.6 Utilities & Excavation Safety

  • Verify NOCs from DEWA, Etisalat/du, Empower, and other utility owners prior to excavation.
  • Inspect shoring, sheet piling, dewatering, and trench safety arrangements.
  • Monitor safe distances from existing live utilities and confirm cable/pipe locating has been carried out.

2.7 Bridges & Structural Works Safety

  • Inspect formwork, falsework, and scaffolding installations against approved drawings and third-party certifications.
  • Monitor post-tensioning, segment erection, and heavy lifting operations.
  • Verify edge protection, fall arrest systems, and access arrangements at all height-related works.

2.8 Environmental Compliance

  • Monitor compliance with Dubai Municipality environmental regulations, including dust, noise, vibration, water discharge, and waste management.
  • Verify proper segregation, storage, and disposal of construction and hazardous waste through DM-approved contractors.
  • Monitor implementation of spill response, fuel storage, and chemical handling procedures.

2.9 Incident Management & Reporting

  • Investigate accidents, incidents, near-misses, and unsafe conditions; verify root cause analysis and corrective actions by the Contractor.
  • Maintain HSE statistics: Lost Time Injury (LTI), Total Recordable Incident Rate (TRIR), man-hours worked, and incident trends.
  • Prepare and submit HSE incident reports to the Resident Engineer, Client, and authorities (DM, RTA) in line with reporting timelines.

2.10 Training, Induction & Awareness

  • Verify that all site personnel have received HSE induction prior to mobilization.
  • Confirm that toolbox talks, task-specific briefings, and HSE training records are maintained by the Contractor.
  • Monitor competency certifications for scaffolders, riggers, banksmen, drivers, operators, and first-aiders.

2.11 Emergency Preparedness

  • Review and audit the Contractor's Emergency Response Plan, including coordination with Civil Defence, Police, and Ambulance services.
  • Witness and evaluate emergency drills (fire, evacuation, tunnel rescue, traffic incident, medical emergency).
  • Verify the adequacy of first aid facilities, fire-fighting equipment, and emergency communication systems on site.

2.12 Documentation & Reporting

  • Maintain comprehensive HSE records: inspection reports, audit findings, NCRs, incident reports, and statistics.
  • Prepare daily, weekly, and monthly HSE reports for the Resident Engineer and Client.
  • Attend weekly HSE meetings, progress meetings, and authority audits.

3. Qualifications & Experience

  • Education: B.Sc. in Engineering (Civil, Mechanical, or related discipline) or a recognized HSE qualification.
  • Experience: Minimum 12 years' experience in HSE roles on construction projects, with at least 8 years on major infrastructure projects (roads, bridges, tunnels, utilities) and a minimum of 5 years in the UAE/GCC.
  • Certifications: NEBOSH International General Certificate (IGC) or NEBOSH International Diploma. IOSH Managing Safely, OSHA 30-hour Construction, ISO 45001 / ISO 14001 Lead Auditor, and First Aid certification are highly preferred. RTA HSE accreditation and OSHAD-SF Practitioner registration are advantageous.
  • Knowledge: Dubai Municipality Code of Construction Safety Practice, RTA HSE specifications, OSHAD-SF, UAE Federal Labour Law (HSE provisions), ISO 45001, ISO 14001, and international best practice (OSHA, HSE-UK).
  • Skills: Strong inspection and audit skills, incident investigation (TapRoot, 5-Why, Fishbone), risk assessment, HSE report writing, training delivery, and effective communication with multinational workforces.

4. Reporting Line

The Safety Engineer reports directly to the Resident Engineer on all HSE matters and works in close coordination with the Senior Resident Engineer, Site Engineers, Materials Engineer, and the Contractor's HSE Manager and team.
