Job Description:

Parsons is seeking a highly experienced and strategic Senior Risk Manager to lead risk oversight for our portfolio of giga-projects in Saudi Arabia. This role is responsible for designing and implementing robust risk management frameworks that ensure project resilience, financial stability, and operational success. The ideal candidate will act as a senior advisor to both internal leadership and high-profile government clients, ensuring that risks are proactively identified, quantified, and mitigated across multi-billion dollar infrastructure and urban development programs.

What You'll Be Doing:

  • Framework Leadership: Develop and oversee the implementation of program-wide risk management policies and procedures aligned with international best practices (ISO 31000/PMI).
  • Quantitative Analysis: Perform advanced Quantitative Schedule Risk Analysis (QSRA) and Quantitative Cost Risk Analysis (QCRA) using tools such as Safran Risk or Active Risk Manager (ARM) to provide data-driven insights.
  • Workshop Facilitation: Lead and facilitate risk identification workshops with multidisciplinary teams to build comprehensive risk registers and response strategies.
  • Stakeholder Management: Serve as a trusted advisor to C-suite executives, project boards, and client entities (e.g., NEOM, King Salman Park), delivering transparent reporting and escalation of critical issues.
  • Business Continuity: Design and implement Business Continuity Management (BCM) and crisis management plans to ensure organizational resilience against unforeseen disruptions.
  • Compliance & Governance: Monitor adherence to risk protocols across multiple Project Management Consultants (PMCs) and contract packages, ensuring alignment with the project’s strategic risk appetite.
  • Digital Innovation: Utilize data visualization tools like Power BI to maintain real-time risk dashboards, trend analysis, and predictive modeling.

What Required Skills You'll Bring:

  • Education: Degree and/ or Master’s degree in Engineering and an MBA (or equivalent executive management degree).
  • Experience: 15+ years of experience in risk management, with a proven track record on mega-projects ($1B+) in the Middle East, specifically within Saudi Arabia.
  • Certifications: Mandatory PMI-RMP (Risk Management Professional) and PMP (Project Management Professional).
  • Technical Skills: Expert proficiency in Safran Risk, ARM, Primavera P6, and Power BI.


What Desired Skills You'll Bring:

  • Strategic Mindset: Demonstrated ability to connect risk management to corporate strategy and project financial performance (EVA).
  • Communication: Exceptional leadership and negotiation skills; fluency in English, Arabic, and French is highly preferred.
