Job Description:

Resident Engineer – Wastewater

Fountain Valley, California

Parsons is seeking a senior-level Resident Engineer to support our Water/Wastewater team in Southern California, including projects primarily in Fountain Valley, Huntington Beach, and other areas in Orange County, California. In this role, you will serve as the Owner’s representative during construction for wastewater treatment plant, lift station, and pipeline projects.

What You’ll Be Doing

  • Serve as the Owner’s representative during construction of wastewater treatment facilities, pumping stations, and wastewater gravity pipeline and force main systems.
  • Review construction documents, including plans and specifications, and interpret requirements for field application.
  • Monitor contractor performance to ensure compliance with contract documents, applicable codes, safety requirements, and approved construction practices.
  • Verify that materials and equipment incorporated into the work conform to project specifications.
  • Coordinate equipment isolations, tie-ins, and process integrations.
  • Attend contractor meetings and conferences and prepare, maintain, and distribute meeting minutes.
  • Receive and review contractor shop drawing submittals for general conformance with contract requirements.
  • Review contractor progress schedules, submittal schedules, and schedules of values.
  • Serve as liaison between the design engineer and the Contractor and consult with the design engineer regarding the acceptability of the work.
  • Perform on-site observations of work in progress to assess quality and compliance with the Contract Documents.
  • Identify and document defective work and recommend corrective action.
  • Review applications for progress payments and provide recommendations to the Owner.
  • Transmit design clarifications and interpretations of the Contract Documents to the Contractor.
  • Evaluate contractor-proposed modifications to the Contract Documents and provide recommendations to the design engineer.
  • Analyze change orders, negotiate fair and reasonable cost and time impacts, and prepare supporting documentation for Owner review.
  • Support facility startup, commissioning, staff training, and project closeout activities.
  • Prepare administrative, technical, and budget-related reports, memoranda, letters, and other correspondence.
  • Perform constructability reviews.
  • Maintain comprehensive contract records and monitor project documentation, milestones, deliverables, and warranty requirements.

What Required Skills You’ll Bring

  • Bachelor's Degree in Engineering (or related field) and typically 10+ years of related work experience. Professional Engineer registration may be required

  • 10+ years of field construction experience on public works projects, with a strong focus on wastewater treatment, pumping, and conveyance facilities.

  • Experience serving as an Owner’s representative, Resident Engineer, Construction Manager, or in a similar field leadership role.

  • Demonstrated ability to manage large wastewater treatment and conveyance projects, including dispute resolution and risk mitigation.

  • Ability to read and interpret contractor baseline CPM schedules and review schedule updates.

  • Experience reviewing and processing shop drawings, RFIs, submittals, progress payments, and change orders.

  • Experience negotiating change order costs and time extensions.

  • Knowledge of construction estimating, startup and commissioning, and project closeout processes.

  • Ability to anticipate issues and develop practical solutions in a fast-paced field environment.

  • Ability to organize and maintain construction records using electronic document control systems.

  • OSHA advanced safety training certification.

  • Ability to work in a field office setting at or near project sites, based on project requirements.

  • Basic knowledge of Primavera and Microsoft Project.

  • Proficiency in Microsoft Word and Excel.

  • Strong written and verbal communication skills.

  • Strong team-oriented and collaborative approach.

What Desired Skills You’ll Bring

  • Registration as a Professional Engineer in the State of California is desirable
  • Certification as a Construction Manager by CMAA is preferred
  • Experience with large-scale construction management programs.
  • Experience supporting wastewater treatment plant startup and operational transition activities.

Compensation

Salary Range: $142,300 to $181,100 per year, along with a comprehensive benefits package anchored by Parsons’ signature company-funded Employee Stock Ownership Plan (ESOP), in addition to a traditional 401(k) match.

This salary range is part of the total compensation package and will be determined based on factors such as role, experience, education, skills, and location.

Salary Range: $103,500.00 - $181,100.00
