Job Description:
Parsons is looking for an amazingly talented Real Estate Scheduler to join our team! In this role you will act as Owner’s Representative to advise our federal client on all schedule‑related activities associated with real estate/right‑of‑way acquisition and construction for the border wall program. You will synchronize the construction critical path with the real estate acquisition strategy to ensure that land and access rights are available well in advance of right‑of‑way construction needs.
What You'll Be Doing:
- Serve as Owner’s Representative for the border wall program, responsible for advising the client on all schedule‑related matters that affect the integration of:
- Real estate/ROW acquisition and approvals
- Design and construction activities, including CPM schedules, Schedules of Values, REAs, and claims.
- Develop and periodically update Real Estate & Construction Schedule Best Practices Checklists for inclusion into all design‑build, construction, and real estate acquisition contract solicitations, defining minimum requirements for:
- Acceptable project schedules and logic ties
- Coordination milestones and handoffs between real estate and construction
- Lead times and float requirements to ensure property is available and encumbrance‑free well before field mobilization.
- Assist in developing an Integrated Master Schedule (IMS) that:
- Incorporates all real estate/ROW activities (e.g., corridor identification, survey, valuation, title review, negotiations, easement acquisition, condemnation proceedings, access agreements).
- Integrates key construction milestones (e.g., design submissions, procurement, NTPs, phase mobilization, major construction activities, inspections, and turnover) with real estate availability dates.
- Ensures that the real estate acquisition critical path is synchronized with the construction critical path so that land, access, and rights are secured well before they are required for construction.
- Coordinate closely with:
- Real estate/ROW teams, surveyors, appraisers, and legal counsel.
- Design‑build and construction contractors.
- Client project managers and CORs to identify and resolve schedule conflicts between land availability and construction sequencing.
- Review and validate all contractor and real estate consultant schedules, including:
- Real estate acquisition schedules and milestone plans.
- Design‑build and construction CPM schedules.
- Ensuring that real estate milestones precede related construction activities by adequate schedule margin (e.g., ROW clear date vs. NTP, mobilization, and individual segment start dates).
- Providing detailed review comments and, when applicable, recommending schedule adjustments to accelerate acquisition, resequence construction, or adjust segment phasing to better reflect actual real estate conditions and constraints.
- Monitor land availability vs. construction needs by:
- Tracking parcel‑level status (e.g., identified, surveyed, appraised, in negotiation, under agreement, condemned, cleared for construction).
- Incorporating parcel and segment‑level milestones into the IMS.
- Identifying and highlighting parcels whose acquisition timelines threaten the construction critical path and recommending risk‑mitigation strategies (e.g., resequencing work to available segments, early access agreements, temporary construction easements). [1]
- Include and track program and project milestones and coordination tasks such as:
- Route/corridor approval and design segment definition.
- Survey and environmental study completion.
- Title search, appraisal, NEPA and other environmental clearance, permits, and legal approvals.
- Negotiation and agreement execution, condemnation filings if required.
- Real estate/ROW “clear to construct” dates and handoff to construction.
- Construction contract awards, NTPs, major inspections, and turnover dates.
- Ensure the integrated master schedule is prepared in accordance with scheduling best practices and incorporates key program elements such as:
- Security, access, and staging area approvals.
- Utility and third‑party coordination.
- Data, phone, and security installations where they depend on real estate access and easements.
- Review Monthly Schedule Updates from construction contractors and real estate/ROW consultants and provide an analysis report to the client that:
- Verifies compliance with contract requirements.
- Assesses the accuracy of reported progress on both real estate and construction activities.
- Identifies any out‑of‑sequence work, especially construction that is at risk due to delayed property acquisition.
- Determine and communicate impacts of delays in real estate acquisition on the construction critical path by:
- Reviewing changes in the critical path from prior updates.
- Identifying trends (both positive and negative) in land acquisition cycle times.
- Recommending recovery strategies (e.g., schedule resequencing, phased NTPs, parallel workstreams).
- Provide technical analysis to review fragmentary networks (FRAGNETs) associated with:
- Changes in the sequence or timing of real estate acquisition activities.
- New parcels, changed alignments, or additional easements that affect access or construction.
- Any time extensions requested due to real estate‑related delays.
- Assist the COR and program management team in time impact analyses (TIA):
- Quantify the schedule impact of delayed land acquisition or changed real estate requirements.
- Support negotiations of REAs and claims that involve real estate and ROW issues.
- Document all assumptions and logic ties linking real estate milestones to construction activities.
What Required Skills You'll Bring:
- Proficiency in Primavera P6 and MS Project required.
- Degree in Engineering, Construction Management, Real Estate, Urban Planning, or related field desired or work equivalent experience in lieu of Degree
- 10 years of project and schedule management experience required, including:
- Significant experience with construction scheduling, and
- Experience coordinating schedules involving real estate/ROW acquisition, permitting, or major infrastructure programs.
- Demonstrated ability to coordinate and assess multiple CPM network schedules with concurrent project phases, including:
- Real estate/ROW acquisition.
- Environmental and permitting.
- Design and construction.
- Review Schedules of Values ensuring consistency with schedule logic and phase planning.
