Job Description:
Parsons is seeking a talented Quality Manager – Water Transmission & Distribution Systems- to join our team. The Quality Manager is a senior technical position within the PMC team responsible for managing the quality assurance and quality control (QA/QC) function across all phases of the Liwa Scheme. This includes oversight of Delivery Contractors, Supervision Consultants, and vendors to ensure compliance with the Employer’s quality requirements, international standards, and contractual specifications. The Quality Manager plays a critical role in establishing a proactive quality culture, minimizing rework, and ensuring right-first-time project delivery.
What You'll Be Doing:
This role is part of the Program Management Consultancy (PMC) team overseeing the Liwa Water Transmission and Distribution Project. The Process Engineer is responsible for supporting the PMC Team.
Lead the implementation and continuous improvement of the PMC Quality Management System (QMS) in alignment with Employer standards
Develop project-specific Quality Plans and ensure all stakeholders (PMC, EPC, Supervision Consultant) are aligned
Review and approve the QA/QC plans, inspection and test plans (ITPs), and quality procedures submitted by Delivery Contractors
Monitor and verify the performance of quality systems across design, procurement, construction, and commissioning stages
Conduct regular audits and quality surveillance activities across project sites and offices
Manage non-conformance reporting (NCRs), root cause analysis, and implementation of corrective and preventive actions
Ensure all quality records are properly maintained and traceable in line with ISO 9001 and Employer requirements
Participate in Material Inspection Requests (MIR), Factory Acceptance Tests (FATs), and Site Acceptance Tests (SATs)
Support the validation of as-built drawings, O&M manuals, and handover documentation
Provide regular reporting to the Employer and Program Director on quality performance, risks, and improvement areas
Interface with HSE, Construction, and Engineering teams to promote integrated delivery and continuous improvement
Support Employer audits and ensure the project is audit-ready at all times.
What Required Skills You'll Bring:
Bachelor’s degree in Engineering or Quality Management from a recognized university
Certification in ISO 9001 Lead Auditor or equivalent mandatory
Minimum 12+ years of experience in Quality Assurance / Quality Control for major infrastructure or utilities projects
Minimum 5 years (preferred) in a PMC or EPC environment in the GCC region
Proven experience managing QA/QC across multiple work packages and contractors.
Demonstrated ability to lead quality audits, resolve NCRs, and maintain full compliance with contractual quality frameworks.
