Job Description:

We are looking for a highly capable Quality Manager to lead the quality assurance and control function for a complex facility relocation and development program. The role entails establishing, implementing, and managing a comprehensive Quality Management System (QMS) covering all phases of the project—from design and procurement through construction, commissioning, and handover. The Quality Manager will ensure that all project deliverables meet internal standards, statutory requirements, and client expectations through robust procedures, continuous improvement initiatives, and effective oversight of contractors, suppliers, and internal teams.  

SPECIFIC RESPONSIBILITIES: 

  • Develop, implement, and maintain the Project Quality Management Plan (QMP), ensuring alignment with ISO 9001 and project-specific requirements. 

  • Lead quality assurance and quality control activities across all disciplines, workstreams, and project phases. 

  • Conduct regular quality audits, inspections, and performance reviews across design, construction, and commissioning scopes. 

  • Ensure all Non-Conformance Reports (NCRs), Corrective Actions, and Preventive Actions (CAPAs) are logged, tracked, and closed within defined timelines. 

  • Review and approve contractor and supplier quality plans, inspection test plans (ITPs), and method statements. 

  • Interface with client and stakeholders to align quality expectations, resolve concerns, and facilitate transparent reporting. 

  • Establish and monitor Key Performance Indicators (KPIs) to evaluate quality trends and drive continuous improvement. 

  • Lead root cause analyses and implement corrective solutions to address recurring or high-risk quality issues. 

  • Ensure quality requirements are embedded in tender documents, procurement packages, and subcontractor scopes. 

  • Collaborate with engineering, construction, HSE, and document control teams to ensure integrated quality oversight. 

  • Provide training, coaching, and mentoring to project personnel on quality processes, responsibilities, and standards. 

  • Maintain complete documentation for all QA/QC activities and ensure readiness for audits or regulatory reviews. 

  

EDUCATION & SPECIFIC ROLE REQUIREMENTS: 

  • Bachelor’s degree in engineering, Quality Management, or a related discipline. 

  • Minimum 15 years of quality management experience on large-scale infrastructure or development projects. 

  • ISO 9001 Lead Auditor certification preferred. 

  • Extensive experience with contractor oversight, audits, and compliance with international and regional standards. 

  • Experience managing quality assurance in PMC or consultancy environments is essential. 

  • Proven ability to resolve quality issues with a structured, data-driven approach. 

  • GCC experience required; experience in KSA preferred.  

SKILLS/COMPETENCIES: 

  • Strong leadership in establishing and maintaining QMS systems across complex projects. 

  • Excellent analytical and reporting skills, with a proactive approach to quality assurance. 

  • Clear communication skills to influence cross-functional teams and drive a culture of quality. 

  • High-level stakeholder engagement and negotiation capabilities. 

  • Proficiency in quality software platforms, inspection processes, and root cause analysis tools. 

  • Ability to manage competing priorities in a high-paced delivery environment.
