Job Description:
Parsons is looking for an amazingly talented Quality Manager to join our team in Qatar! In this role, you will lead quality management and assurance for a major roads, infrastructure and drainage programme. The works include road and utility infrastructure, earthworks and ground improvement, deep drainage networks, microtunnelling, pump stations, attenuation tanks, emergency flood areas, rising mains and associated structures.
What You'll Be Doing:
Lead the establishment, implementation, maintenance and continual improvement of the project Quality Management System and Quality Management Plan in accordance with ISO 9001, the contract documents and applicable Authority requirements.
Remain independent from the construction supervision teams while providing quality leadership, governance and assurance across all project disciplines and work packages.
Oversee implementation and operation of the project Quality Plans at all levels and coordinate with project quality personnel to ensure consistent application of quality management practices.
Ensure all quality assurance and quality management requirements within the contract documents and Qatar Construction Specifications are implemented and complied with.
Review the Contractor’s Quality Management Plan, procedures, method statements, Inspection and Test Plans, material submittals, inspection requests, test reports and quality records for compliance with contractual requirements.
Plan and conduct audits of the Contractor’s Quality Management System and ensure Quality Performance Audits are undertaken at least quarterly.
Monitor non-conformances, quality observations and identified deficiencies, and verify the timely implementation and close-out of corrective and preventive actions.
Provide monthly updates to the client’s representatives on quality performance, trends, risks, recurring issues and proposed improvements.
Monitor the quality and timeliness of inspections, testing, witnessing and document reviews undertaken by the supervision team.
Coordinate with resident engineers, discipline engineers, inspectors, laboratories, contractors and subcontractors to verify that works and materials comply with approved drawings, specifications and acceptance criteria.
Analyse quality performance using appropriate statistical and analytical methods, identify adverse trends and recommend practical improvement actions.
Promote a right-first-time culture and drive continual improvement across the consultant and Contractor teams.
Ensure quality controls cover roads, utilities, drainage, microtunnelling, earthworks, ground improvement, pump stations, attenuation tanks, structures, mechanical, electrical and instrumentation works.
Support project handover by verifying the completeness and acceptability of test records, inspection documentation, as-built information, operation and maintenance records, snagging records and quality dossiers.
Prepare and maintain accurate audit schedules, quality registers, dashboards, reports and records required for client review and project close-out.
What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering or another relevant engineering discipline.
Minimum 14 years of professional experience in quality management for construction projects, including at least 7 years of experience on major international or regional roads, infrastructure and drainage projects.
Substantial experience in a Quality Manager or equivalent senior quality leadership position on large, multidisciplinary infrastructure projects.
Demonstrable experience working for an engineering consultant or Engineer’s Representative, leading quality assurance for construction supervision assignments.
Recognised Quality Management qualification and an internationally recognised ISO 9001 Lead Auditor qualification.
Strong practical experience implementing, auditing and continually improving ISO 9001-compliant Quality Management Systems.
Experience reviewing Quality Management Plans, method statements, Inspection and Test Plans, material approvals, inspection records, test results, non-conformance reports and corrective-action submissions.
Experience managing quality across complex roads, utilities, drainage, earthworks, ground improvement, structures and mechanical and electrical infrastructure.
Thorough knowledge of the Qatar Construction Specifications, contract quality requirements and other applicable standards.
Professional registration or chartered status is preferred.
MME engineering certification is required for personnel deployed under the contract. An overseas recruit who does not hold the certification at mobilisation must obtain it within six months of mobilisation.
Fluent written and spoken English, with excellent technical reporting, correspondence, presentation and stakeholder-communication skills.
Full computer literacy and the ability to use relevant quality, reporting, document-control and project-information systems.
