Job Description:

Parsons are seeking a highly experienced Quality Lead – Civil (Airfield) to lead and manage all quality assurance and quality control (QA/QC) activities for a Runway / Airfield / Airport project. The role is responsible for establishing, implementing, and maintaining the Project Quality Management System to ensure all civil works comply with contractual requirements, approved drawings, specifications, and applicable aviation standards.

The Quality Lead – Civil is responsible for driving quality excellence across all civil works in Runway / Airfield / Airport projects. This role requires strong technical expertise, leadership capability, and a systematic approach to quality management to ensure full compliance with contractual, regulatory, and aviation standards while supporting successful project delivery.

The ideal candidate will bring strong leadership, technical expertise, and a proactive approach to quality management in large-scale infrastructure projects.

What You’ll Be Doing

  • Establish, implement, and maintain the Project Quality Management System in line with ISO 9001, client requirements, and contractual obligations.
  • Develop and manage the Project Quality Plan (PQP), Inspection & Test Plans (ITPs), and quality procedures.
  • Ensure effective implementation of quality policies across all civil construction activities.
  • Oversee QA/QC activities for runway, taxiway, apron, pavement, drainage, earthworks, and associated civil infrastructure.
  • Ensure construction works comply with approved drawings, technical specifications, and aviation authority standards (DGCA / ICAO / FAA as applicable).
  • Review and approve method statements, material submittals, and inspection requests.
  • Ensure proper inspection and testing of materials and works, including asphalt, concrete, aggregates, and subgrade layers.
  • Coordinate laboratory testing and field quality control activities.
  • Verify test results, inspection records, and compliance documentation.
  • Plan and conduct internal quality audits and site inspections.
  • Manage Non-Conformance Reports (NCRs), corrective actions, and preventive actions.
  • Ensure timely closure of quality issues and continuous improvement.
  • Coordinate with Client, Consultant, and regulatory authorities on quality-related matters.
  • Attend quality meetings and represent the project during audits and inspections.
  • Support smooth approval processes through proactive quality coordination.
  • Ensure proper maintenance of quality records, registers, and documentation.
  • Review and approve quality reports, inspection records, and test results.
  • Prepare monthly quality performance reports for senior management.
  • Lead and manage the civil QA/QC team, including QA/QC Engineers and Inspectors.
  • Provide technical guidance, mentoring, and training to quality personnel.
  • Monitor team performance and ensure efficient execution of quality activities.
  • Identify quality risks associated with civil construction activities.
  • Implement risk-based inspection and testing strategies.
  • Support continuous improvement initiatives to enhance quality performance.
  • Ensure quality documentation is complete for project handover and close-out.
  • Support final inspections, snag list closure, and as-built documentation.
  • Coordinate quality requirements during commissioning and project completion stages.

What Required Skills You’ll Bring

  • Bachelor’s degree in Civil Engineering or a related discipline.
  • Minimum 10 years of experience in QA/QC roles within civil or infrastructure projects.
  • Proven experience in airport, runway, airfield, or major infrastructure projects.
  • Strong experience leading quality teams on large-scale projects.
  • In-depth knowledge of civil construction standards, specifications, and quality control practices.
  • Strong understanding of ISO 9001 Quality Management Systems.
  • Experience with pavement works, asphalt, concrete, and earthworks.
  • Excellent leadership, coordination, and communication skills.
  • Strong documentation, reporting, and problem-solving abilities.
  • Lead Auditor certification (ISO 9001).
  • Familiarity with aviation authority requirements and international standards.
  • Experience working with consultants and regulatory bodies.
  • Strong analytical skills with a focus on continuous improvement.
  • Ability to manage multiple work fronts in a fast-paced project environment.
