Job Description:

Parsons is seeking a passionate, skilled, and experienced Health & Safety Engineer to join our growing team!

This team is dedicated to supporting a government customer in the successful delivery of a military satellite ground system, including ground antenna systems and associated infrastructure. In this role, you will serve as the primary safety authority on-program, advising and assisting program management in the formulation, implementation, and management of the program Health & Safety (H&S) management system and System Safety Program Plan (SSPP). You will ensure that all safety activities comply with applicable standards — including AS9100, MIL-STD-882E, and Space Force Manual (SFMAN) 91-710 — throughout all phases of system development, integration, test, and fielding.

What You'll Be Doing:

  • Serve as Parsons' Lead Health & Safety Engineer for the program, with ownership of all system safety and occupational health activities across software and hardware development, integration, test, and site installation phases 
  • Advise and assist the Program and Quality Manager in the establishment and management of the program Safety & Health processes, identifying, analyzing, and eliminating or controlling hazards to personnel, equipment, and property
  • Develop, implement, and maintain the System Safety Program Plan (SSPP) and all associated safety procedures, activity hazard analyses (AHAs), and safety work instructions tailored to the program in accordance with MIL-STD-882E
  • Apply MIL-STD-882E system safety methodology to perform and document hazard analyses including Preliminary Hazard Analysis (PHA), System Hazard Analysis (SHA), Subsystem Hazard Analysis (SSHA), and Operating & Support Hazard Analysis (O&SHA)
  • Ensure compliance with Space Force Manual 91-710 (Range Safety User Requirements) for all applicable ground system range operations, launch support activities, and associated hazardous operations 
  • Conduct safety reviews of engineering designs, test procedures, and system configurations to identify hazards and recommend design controls, procedural safeguards, or operational constraints in accordance with MIL-STD-882E safety precedence
  • Review contractor and subcontractor documentation associated with work activities to confirm that proper hazard assessments have been completed, required permits are in place, and Activity Hazard Analyses (AHAs) are adequate prior to commencement of work 
  • Conduct safety and health inspections of integration, test, and installation activities; maintaining a written log of findings, recommended corrective actions, and closure dates 
  • Conduct mishap investigations to ensure identification of root causes and corrective/preventive actions; completing all required mishap reports in accordance with applicable DoD and Space Force reporting requirements 
  • Develop and deliver safety orientations and training to all program personnel, including Parsons employees, contractors, subcontractors, and site visitors 
  • Participate in the Safety Working Group (SWG) and support the Management Safety Review Board (MSRB) to evaluate, coordinate, and implement the program safety approach at the system level 
  • Attend and participate in program reviews (SRR, PDR, CDR, TRR, etc.), working groups, and customer meetings to ensure safety requirements are properly flowed down, addressed, and verified 
  • Establish and maintain safety performance metrics, hazard tracking logs, and mishap trend reporting for program leadership and government customer review 
  • Provide assistance as requested with internal or external safety audits and corrective action plans 
  • Work closely and collaboratively with the program team including Program Manager, Quality Manager, Systems Engineers, and Test Director to mutually achieve program safety and mission success 

What Required Skills You'll Bring:

  • Active TS/SCI security clearance
  • Bachelor's degree in Occupational Safety and Health, Systems Engineering, or a related technical discipline, or equivalent defense program experience 
  • 8+ years of relevant experience in system safety or health and safety roles supporting defense hardware programs 
  • Demonstrated experience developing and implementing a System Safety Program in accordance with MIL-STD-882E, including performance of hazard analyses (PHA, SHA, SSHA, O&SHA) and maintenance of a hazard tracking log 
  • Working knowledge of Space Force Manual 91-710 (Range Safety User Requirements) and its applicability to ground system and antenna operations 
  • Experience developing and implementing Activity Hazard Analyses (AHAs), safety plans, and Accident Prevention Plans (APPs) for hardware integration, test, and site installation activities 
  • Experience conducting mishap investigations, root cause analyses, and documenting corrective/preventive actions
  • Familiarity with OSHA standards and applicable federal safety regulations for defense program environments 
  • Completed, at a minimum, the 30-Hour OSHA General Industry or Construction Industry safety course with current First Aid and CPR/AED certification 
  • Ability to communicate clearly in English, both verbally and in writing, including preparation of formal safety reports and government-facing documentation 


What Desired Skills You'll Bring:

  • Direct experience supporting satellite ground systems, ground antenna programs, or space/ground infrastructure programs in a safety role 
  • Experience supporting Safety Working Groups (SWGs) and Management Safety Review Boards (MSRBs) at the program level 
  • Experience with software system safety analysis and familiarity with AOP-52 (Software System Safety) guidelines 
  • Familiarity with SFMAN 91-710 Range Safety requirements for high-power RF or antenna systems 
  • Certified Safety Professional (CSP) or Associate Safety Professional (ASP) through BCSP 
  • Experience supporting formal program reviews (PDR, CDR, TRR) in a safety engineering role 
  • Familiarity with configuration management processes including safety reviews of ECPs, deviations, and waivers 
  • Strong interpersonal, leadership, and collaboration skills to work across various engineering groups, management, and customer representatives.

Security Clearance Requirement:

An active Secret security clearance is required for this position.​

Salary Range: $103,500.00 - $181,100.00
