Job Description:

Parsons is looking for an amazingly talented QA/QC Director to join our team! This role focuses on setting the quality vision, establishing governance frameworks, and providing independent assurance rather than managing day-to-day quality activities. The QA/QC Director oversees the effectiveness of quality systems implemented by the Quality Manager and project teams, ensures alignment with client, authority, and operator requirements, and provides senior-level oversight, escalation, and decision-making to protect design intent, construction quality, and asset readiness through to final handover and close-out.

• Set and maintain the Project Quality Strategy and Governance Framework aligned with client requirements and ISO standards. 

• Provide executive oversight of design quality, ensuring effective design reviews, audit coverage, and stage-gate compliance.

• Oversee construction quality performance, ensuring contractors’ quality systems, inspections, and corrective actions are effective and risk-based.

• Lead independent quality assurance, including audits, compliance reviews, and readiness assessments at key project milestones.

• Approve and govern quality systems, workflows, and KPIs (e.g., Aconex / PMIS quality modules).

• Provide senior-level quality advice and escalation to PMC leadership and the Client on critical risks and non-compliances.

• Ensure quality readiness for commissioning, handover, and close-out, including completeness of records and compliance with operator and authority requirements.

• Champion a strong quality culture and continuous improvement across all project participants. 

Authority & Accountability

• Final PMC authority on quality governance and assurance decisions.

• Authority to escalate or halt progression at stage gates where quality requirements are not met.

• Independent from construction pressure; reports directly to PMC Program Director.

Qualifications & Experience (Summary)

• Degree in Engineering or related discipline.

• 22+ years’ experience in major projects, with senior leadership roles in quality assurance.

• Proven experience across design, construction, and handover, preferably in hospitality or large mixed-use developments.

• ISO 9001 Lead Auditor, Six Sigma, and ASQ-CMQ (or equivalent).
