Job Description:

Parsons is looking for a QA/QC Manager to join our PMC design management team on a one-of-a-kind ultra-luxury development. In this role, you will establish, implement, and maintain a robust Quality Management System (QMS) across all construction disciplines, ensuring compliance with Parsons’ corporate standards and client requirements.

What You'll Be Doing:

• Lead the QA/QC team and oversee quality assurance and control activities throughout all phases of construction.

• Develop, implement, and manage the project-specific Quality Management Plan (QMP).

• Review and approve contractor QA/QC documentation, including ITPs, method statements, material submittals, and quality procedures.

• Monitor contractor compliance with quality standards and ensure proper execution of inspections and testing protocols.

• Conduct quality audits and surveillance inspections on-site, coordinating third-party laboratory and field testing.

• Manage the issuance, tracking, and closure of NCRs, observations, and corrective/preventive actions.

• Prepare and present quality reports and dashboards for senior management and client review.

• Provide guidance and training to the supervision team to promote a strong quality culture.

• Liaise with the client, contractor, and Parsons’ engineering team to resolve quality-related issues.

What Required Skills You'll Bring:

• Bachelor’s degree in Civil Engineering or a related field.

• 15–20 years of experience in construction supervision, with at least 5 years in a QA/QC management role on major projects.

• In-depth knowledge of quality management systems (e.g., ISO 9001), QA/QC procedures, and international construction standards.

• Experience with infrastructure works, including roads, bridges, tunnels, utilities, and related civil elements.

• Strong leadership, communication, and analytical skills.

What Desired Skills You'll Bring:

• ISO 9001 Lead Auditor certification or equivalent quality credential.

• Previous experience on infrastructure programs in the GCC region.

• Familiarity with digital QA/QC tools and inspection management platforms
